The newly-built section from Buleikai to Kutaike is 455 kilometers long, and 297 kilometers of existing lines will be utilized and renovated. There are a total of 31 stations along the entire line, with 20 initially open. It is an important railway passage connecting Yining and Aksu.

The scope of this bidding is the section from the entrance of Bayinbuluke Tunnel to Bayinbuluke Station, with a mileage of DK269+668 to DK300+000 and a line length of 23.97 kilometers. The key projects include the 14.482 kilometer Bayinbrook Tunnel (accounting for 60.4%) and related supporting works for three stations. The main construction content includes roadbed, bridges and culverts, tunnels, ballastless tracks, stations and other operational production facilities.

The project is divided into a section (SX) with a planned construction period of 1850 calendar days. It is tentatively scheduled to commence on September 30, 2025 and be completed on October 24, 2030.
