Recently, Longjiang Railway Co., Ltd. released a bidding announcement for technical consulting services on the preliminary review and site selection opinions for the construction project of the new Mudanjiang Dunhua Railway Heilongjiang section. This news marks the official entry of the Mudanjiang Dunhua high-speed railway into the feasibility study approval stage of the national 14th Five Year Plan construction project, and the project construction has entered a critical promotion period.

The newly-built Mudanjiang Dunhua Railway is like a winding steel dragon, starting from Dunhua City in northern Jilin Province, passing through natural and cultural attractions such as Yanming Lake Scenic Area and Jingbo Lake Scenic Area, as well as passing through Dongjing Town and Ning'an City, and finally arriving in Mudanjiang. The total length of the line is about 195.635km, including 184.208km of newly built lines, 60.515km in Jilin Province, and 123.693km in Heilongjiang Province. The designed speed is 250km/h. After completion, it will greatly improve the traffic efficiency between regions.

The main work content of this bidding is rich and professional, covering multiple key links. To draw various maps required for the preliminary review and planning site selection of construction project land, and conduct area and land type statistics to provide accurate data support for project land use; Write relevant documents and supplementary feasibility study content to ensure scientific and reasonable project planning; Develop planning and adjustment plans, coordinate with natural resources departments to conduct hearings and demonstrations, and ensure the legal and compliant progress of projects; Complete the compilation and submission of the land pre-approval and planning site selection report, and assist the tenderer in obtaining approval from the natural resources department.

This project is divided into one section, namely A1 section, with a maximum bidding price of 876000 yuan. The service period is one year from the effective date of the contract signing, providing a clear time and cost framework for the smooth progress of the preliminary work of the project.

The Mudanjiang Dunhua high-speed railway is an important component of the Shenyang Jiamusi high-speed railway, belonging to the regional connection line of the eight vertical and eight horizontal main channels in the "Medium and Long term Railway Network Plan" (2016 edition), and occupies a pivotal position in the Northeast high-speed railway network. The total investment of the project in Heilongjiang Province is about 17.42 billion yuan, demonstrating its important strategic value in regional economic development.

The Mudun High speed Railway has a powerful hub connection function. In Mudanjiang, it achieves seamless communication with the Harbin Mudanjiang high-speed railway, Mudanjiang Jiaxing high-speed railway, and Mudanjiang Suizhou high-speed railway; In Dunhua, it is connected to the Changyue high-speed railway. This layout will effectively solve the bottleneck problem of cities in the eastern region of Heilongjiang Province bypassing Harbin for a long time, and together with the Dunbai and Shenbai high-speed railways, build a high-speed railway corridor for cities in the eastern part of Northeast China to move southward, injecting new vitality into regional exchanges, cooperation, and economic development.

The construction of Mudun High speed Railway is not achieved overnight, but has undergone long-term planning and promotion. As early as September 2020, the project initiated preliminary work such as pre feasibility study and feasibility study, laying a solid foundation for subsequent construction. In 2023, the project was officially included in the survey and design plan of China Railway Group, marking a new stage of project construction. In July 2025, the project successfully passed the feasibility review of China Railway Group and entered the stages of feasibility approval, on-site measurement, and preliminary design, bringing it one step closer to the official start of construction.

With the completion and opening of the Shenbai high-speed railway at the end of September, the planning and construction of the Mudun high-speed railway will be further accelerated. At present, all parties are making every effort to meet the conditions for feasibility study approval by the end of the year and officially start construction next year.
