On the important occasion of the annual State of the Union Address, Kazakh President Tokayev placed national energy security at the core and provided a comprehensive and in-depth exposition, outlining a clear and forward-looking blueprint for Kazakhstan's future energy development.

Tokayev explicitly pointed out that Kazakhstan's pursuit in the energy sector is not simply a replacement for existing energy sources. Against the backdrop of the constantly evolving global energy landscape and increasing environmental protection requirements, Kazakhstan needs to explore a sustainable development path that aligns with its national interests and practical capabilities. This path should not only ensure the stable supply of national energy and meet the needs of economic and social development, but also comply with the global trend of green and low-carbon transformation, and achieve a positive interaction between economic development and environmental protection. Based on this strategic consideration, the President announced that Kazakhstan will vigorously promote green energy projects in the future, launching green energy projects with a total installed capacity of up to 6.3 gigawatts. This measure not only demonstrates Kazakhstan's determination to actively address climate change and promote energy structure optimization, but also lays the foundation for it to occupy a place in the international green energy field.

Among various forms of energy, Tokayev particularly emphasized the importance of nuclear energy. He mentioned that the first nuclear power plant officially launched in Almaty Oblast a month ago marked a crucial step for Kazakhstan in the field of nuclear energy development. However, from the perspective of the country's long-term energy demand, the current construction scale is far from enough. With the continuous growth of the economy and the increasing population, Kazakhstan's demand for energy is showing a rigid upward trend. Therefore, the President calls on relevant departments to immediately start planning the construction of the second and third nuclear power plants. In terms of nuclear energy cooperation, Tokayev revealed an important message: "Recently, I reached an agreement with Chinese leaders on cooperation in the field of nuclear energy." The achievement of this agreement not only provides strong technical support and financial guarantees for Kazakhstan's nuclear energy development, but also opens up new broad space for deep cooperation between the two countries in the energy field. At the same time, the President emphasized that Kazakhstan adheres to an open and cooperative attitude and is willing to establish mutually beneficial partnerships with all companies around the world. Through extensive international cooperation, Kazakhstan can fully draw on advanced international experience and technology, enhance the competitiveness of its energy industry, and ensure that its national energy sovereignty is not affected by external factors.

In addition to nuclear and green energy, Tokayev also paid attention to Kazakhstan's abundant coal resources. As one of the countries with abundant coal reserves in the world, coal plays an important role in Kazakhstan's energy structure. Tokayev believes that in the process of promoting energy transformation, the rational utilization of coal resources cannot be ignored. He proposed to increase research and development investment in clean coal production technology, and reduce environmental pollution during coal mining and use through technological innovation. For example, adopting advanced coal washing technology to reduce impurities and harmful substances in coal; Promote efficient coal combustion technology, improve energy utilization efficiency, and reduce greenhouse gas emissions such as carbon dioxide.
