On October 9, 2025, the new Yichang Changde Railway (Hunan section) made significant progress - the bidding results for the feasibility report and demonstration service using forest land were officially released. Hunan Agriculture and Forestry Industry Survey and Design Research Institute Co., Ltd. successfully won the bid with 1.816 million yuan, pressing the "acceleration key" for the construction of this highly anticipated high-speed railway. It is reported that the total investment of the project is as high as 32.47 billion yuan, and its construction significance and progress pace have attracted attention from all sectors of society.

The Yichang Railway, as a key link in the Hunan Hunan high-speed railway corridor, has a clear and precise route planning. It starts from Yichang North Station in Yichang City, Hubei Province and extends southward to Changde Station in Changde City, Hunan Province. Among them, the total length of the main line in Hunan is 98.09 kilometers, with three stations along the way: Lixian Station, Linli East Station, and Changde Station. The designed speed of this route is 350km/h (subject to the feasibility study report and design documents), which will significantly improve regional traffic efficiency and promote economic development along the route after completion.

The feasibility report for the forest land awarded this time has rich content and strict requirements for the demonstration service. The service provider shall strictly comply with relevant national and local regulations, rules, industry technical specifications, and other document requirements, and conduct a comprehensive investigation of the current status of the project construction land and forest land. Not only do we need to prepare specialized service content such as advance land use, formal land use, and supplementary land use forest land reports involved in the forest land approval process, but we also need to organize various related documents, drawings, and technical materials required for forest land approval. At the same time, it is necessary to complete the approval procedures and ensure obtaining relevant approvals from the administrative department regarding the use of project land, formal land, and supplementary land, and be responsible for coordinating the use of forest land during the construction process.

At the time point, the service provider also faces significant challenges. From the date of signing the contract, after receiving the land red line map and other related basic materials provided by Party A, it is required to complete the field investigation and prepare relevant reports within 20 days; Assist Party A in obtaining approval for the use of forest land within 30 days, obtaining the "Approval for Forest Land Use Review" within 60 days, and obtaining the "Approval for Forest Land Use Review" for supplementary land within the time required by the tenderer according to the project progress.
