As a key link in the transportation network of Shanxi Province, the construction of this project is not only related to the convenience and efficiency of regional transportation, but also has profound significance for promoting local economic development and strengthening inter regional connections.
The project is located in Jincheng City and Yuncheng City, Shanxi Province, with a total length of 150.370 kilometers. It passes through Yangcheng County in Jincheng City, Yuanqu County, Wenxi County, and Xia County in Yuncheng City. Built according to the standards of a two-way four lane expressway, with a design speed of 100 kilometers per hour. There are numerous facilities such as bridges, culverts, passages, overpasses, tunnels, etc. along the entire line, as well as interchanges, ramp toll stations, connecting lines, etc. At the same time, complete service facilities such as road section management center, service area, parking area, maintenance work area, tunnel management station, etc. are equipped.
During the operation period, the project company bears significant responsibility. Responsible for operation and maintenance management, covering all facilities such as roadbeds, pavements, bridges, tunnels, etc; Conduct fee management, collect vehicle tolls, etc; Cooperate with road administration and traffic management work; Establish emergency plans and support systems to respond to various unexpected events.

During the franchise period, the project company enjoys the rights of investment, financing, construction, operation, and toll road rights. During the construction period, investment and financing can be made, and project construction can be organized; Provide services such as vehicle access and advertising management during the operation period. Encourage innovative service models, with additional revenue mainly attributed to franchisees.
The franchise period is 35 years, including a preparation period of 1 year, a construction period of 4 years, and an operation period of 30 years. The charging period shall be approved in accordance with national regulations. If the upper limit of the charging period is adjusted by laws and regulations, it may be redefined.
In terms of investment scale, the static total investment is about 2.189826 billion yuan, the construction period interest adjusted by the franchise model is about 1.06303 billion yuan, and the total project investment is about 2.296129 billion yuan. The sources of funding include project capital, government investment subsidies during the construction period, and financing from franchisees/project companies.
The project adopts the Build Operate Transfer (BOT) implementation method, with the Shanxi Provincial Department of Transportation as the implementing agency and Shanxi Transportation Holdings Group Co., Ltd. as the representative of government investors. Adopting a "user pays" return mechanism, the government does not provide feasibility gap subsidies, and the project company is responsible for its own profits and losses.
