Finland's transportation infrastructure network is facing increasingly severe aging issues. According to the latest assessment, necessary repairs and upgrades to the road, railway, and waterway networks nationwide will require a massive investment of approximately 4.2 billion euros.

The growth rate of maintenance demand in the southern region of Finland is worrying. The data shows that the length of roads that need maintenance in the region is increasing by about 400-450 kilometers per year, a growth rate far exceeding the local maintenance capacity. This phenomenon of delayed maintenance is not an isolated case, but a common situation in multiple regions of Finland, reflecting the existence of systemic problems.

It is worth noting that most of these roads that require maintenance are located in rural areas and bear relatively low traffic flow. However, the strategic value of these roads cannot be ignored. They provide essential transportation connections for remote areas in Finland, ensuring that the basic travel needs of residents in these areas are met and maintaining the normal functioning of communities. Once these road networks are severely damaged, it will make some remote areas extremely difficult to reach, causing serious impacts on the lives, employment, and access to public services of local residents.

The unique natural climate conditions in Finland further exacerbate the maintenance pressure on infrastructure. The extreme winter weather in the country has caused severe wear and tear on transportation infrastructure, especially asphalt pavements. The combined effects of extreme cold, frequent freeze-thaw cycles, and extensive use of deicing agents accelerate the aging process of road surfaces. The wear and tear caused by this climate is significantly higher than in most temperate regions of Europe, making infrastructure maintenance in Finland more challenging.

The formation of the current situation is due to various factors. For a long time, there has been a significant gap between Finland's annual budget allocation for transportation infrastructure maintenance and actual demand. This lack of funds has led to the postponement or cancellation of many necessary maintenance work, creating a vicious cycle of maintenance arrears. Over time, these delayed maintenance tasks not only did not disappear, but instead accumulated into more serious and costly problems to repair.
