At the 2025 China International Mining Conference held on October 23rd, a special promotion event for Uzbekistan was successfully held in Tianjin. Uzbekistan's Ambassador to China, Farkhd Alziev, attended and delivered a speech, emphasizing that mining has become the core industry of the country's economy and looking forward to deepening cooperation with China.
Ambassador Alziev stated in his speech that Uzbekistan has implemented large-scale reforms in various fields of society, doubling its gross domestic product in the past eight years and attracting foreign investment totaling over 130 billion US dollars. He pointed out that the country has become one of the top ten mineral resource countries in the world, ranking among the top in terms of reserves of gold, uranium, copper, silver and other resources.
The ambassador highlighted the new version of the "Underground Resources Law" to be promulgated in 2025, which has established a modern, transparent, and pragmatic legal and regulatory system and simplified the application process for mining permits. During the geological exploration stage, investors can enjoy exemptions from corporate income tax, land tax, and property tax, and imported equipment and materials can also be exempt from customs duties.

Meitin Alimdar, representative of the Uzbekistan Technical Metal Complex, introduced that the institution was established in 2025 according to presidential decree and is a key national mineral resource development and operation agency, covering the entire chain of exploration, beneficiation, and terminal product manufacturing. Currently managing 109 projects, covering strategic metals such as tungsten, molybdenum, and rhenium.
Ambassador Alziev emphasized the special nature of China Uzbekistan relations: "We have a very good relationship between China and Uzbekistan, and we are now in a 24/7 comprehensive strategic partnership." He revealed that more than 4000 Chinese companies have cooperated in Uzbekistan, covering multiple fields such as mining and infrastructure construction.
During the forum Q&A session, embassy official Azamat Oturu stated that over 4500 Chinese companies have invested and started businesses in Ukraine. He added that the country's mining value-added tax has been reduced from 20% to 15%, and the resource tax has also been lowered accordingly. Investors can enjoy a ten-year lease tax exemption throughout the entire industry chain.
At the end of the promotion meeting, the representative of the Ukrainian side invited Chinese companies to visit the specially set booth at the exhibition for one-on-one communication and detailed discussion of specific cooperation projects. Uzbekistan, with its abundant resources, continuously optimized investment environment, and highly open attitude towards China, provides important investment opportunities for Chinese mining enterprises.
