On November 5, 2025, during the Abu Dhabi International Petroleum Expo (ADIPEC), TA'ZIZ officially announced the award of an engineering, procurement, and construction (EPC) general contract worth $1.99 billion to China Chemical Engineering Seventh Construction Co., Ltd. (CC7). This major cooperation marks the official launch of the construction of the UAE's first and global integrated polyvinyl chloride (PVC) production complex with three major monomers.
The project is located within the TA'ZIZ industrial ecosystem in Ruwais and is an important component of the TA'ZIZ first phase industrial ecosystem with a total production capacity of 4.7 million tons per year. The project is scheduled to be completed in the fourth quarter of 2028, and upon completion, it will achieve an annual production of 1.9 million tons of market-oriented products, including key chemicals such as PVC, dichloroethane (EDC), vinyl chloride monomer (VCM), and caustic soda. These products will be widely used in industries such as construction, infrastructure, packaging, and healthcare, meeting the growing demands of the UAE and global markets.
TA'ZIZ CEO Marshall Al Kennedy said at the signing ceremony, "This contract award is an important milestone for TA'ZIZ to build a globally competitive chemical and transition fuel platform. By localizing the production of key chemicals such as PVC and caustic soda, the industrial resilience of the UAE will be significantly enhanced, creating considerable economic value and bringing long-term benefits to the country.

It is estimated that after the PVC complex is put into operation, the annual production of PVC will be sufficient to manufacture the water supply and drainage pipes needed by 10 million households. The first phase of the entire TA'ZIZ ecosystem is expected to contribute over $50 billion to the UAE economy and create 26000 job opportunities during the project cycle, including 20000 construction and 6000 operational positions.
