Recently, AVIC International Project Engineering Co., Ltd., together with the government of Polakansai Province in Vietnam and PSL Full Cycle Construction Co., Ltd., held a memorandum of understanding signing ceremony in Basan City regarding the survey and design of the Phase II restoration and upgrading project of National Highway 21. This important cooperation marks the official launch of the preliminary work of the project, and continues to write a new chapter in the cooperation between China and Vietnam in the field of infrastructure construction.

According to the memorandum of understanding, the cooperation will focus on the survey and design work of the second phase of National Highway 21 and some sections of National Highway 1D, laying a technical foundation for subsequent repair, upgrade, and maintenance projects. The project specifically includes two sections: the Phase II project of National Highway 21, from the foot of Pengmengkun Village in Bolikan County to Taxi Village in Bolikan County (25 kilometers -81 kilometers), with a total length of 56 kilometers; And the 1D National Highway project, from the three-way intersection of Taxi Village on National Highway 21 to the border of Saisongben Province (145-146 kilometers), with a total length of 1.10 kilometers.
National Highway 21, as the transportation artery of Bolikanase Province, has a total length of 81 kilometers, starting from Bashan County and ending at Tashi Village in Bolikanase County. This highway not only connects northern provinces such as Saisongben, Xieng Khouang, and Huapan, but is also a priority project in the province's social and economic development plan. As an important channel connecting the sub regions of Laos, National Highway 21 is also a necessary route for goods to be transported to the nearest deep-water port - Yong'an Port. Its upgrading and transformation will have a profound impact on improving regional logistics efficiency and economic development.
The section of National Highway 1D Bolikansai starts from the border of Saisongben Province (Tashi Village) and ends at the intersection of Paka Village in Kangge County and National Highway 8, with a total length of 156 kilometers. The section of road that AVIC International plans to invest in for research, survey, design, renovation, and maintenance is a key connecting section of 1.10 kilometers.
The promotion of the project reflects the continuous efforts of Chinese enterprises to participate in global infrastructure construction under the "the Belt and Road" initiative.
