The De'a wind power project of China National Energy Group Longyuan Power South Africa Company, located in De'a Town, Northern Cape Province, South Africa, has become a benchmark project for energy cooperation between China and South Africa since its completion and operation in 2017. The total investment of this project is 2.5 billion yuan, with a total installed capacity of 244.5 megawatts. It is the largest wind power project in South Africa that has been put into operation so far, delivering about 770 million kilowatt hours of clean electricity to the local power grid every year, effectively meeting the electricity needs of 300000 households.
While providing stable clean electricity, the project has always adhered to a localization development strategy and focused on cultivating local technical talents. By establishing a one-stop training channel of "learning practice employment", the project has trained more than 110 wind power professional and technical talents. Currently, the localization rate of employees exceeds 80%, and most of them hold key technical positions. Local employee Ksolani Taut stated that this project not only provided him with a stable job, but also equipped him with professional skills for long-term development in the field of renewable energy.

Educational support is an important part of fulfilling social responsibility for this project. The company invests over 4.5 million rand annually to implement scholarship programs, and has provided assistance to 390 impoverished students to complete their studies over the past seven years. Dustin Bason, a 30-year-old senior project maintenance officer, was one of the beneficiaries. He recalled, "It was this scholarship that allowed me to continue my studies. Now, I not only realize my personal value, but also help more young people gain growth opportunities
In terms of improving primary healthcare conditions, the project has invested nearly 4 million rand to purchase professional medical buses, equipped with complete medical equipment and professional medical staff, providing year-round mobile diagnosis and treatment services for residents in Dehua and surrounding areas. According to statistics, this "mobile hospital" serves an average of about 9000 people per year, and as of September 2025, it has served over 50000 people, greatly alleviating the problem of local medical resource shortage. Tapios Moleko, an official from the Employment and Labor Department of the De'a Town Government, commented that the De'a wind power project not only creates a large number of job opportunities for the local area, but also significantly improves people's livelihoods through systematic talent training, education support, and medical services, injecting lasting momentum into the sustainable development of the regional economy. This project has successfully explored an innovative model of energy infrastructure construction and community coordinated development, providing valuable experience for deepening cooperation between China and South Africa.
