Uruguay launches $200 million railway upgrade

The Uruguayan government recently disclosed key details of its national railway revitalization plan, marking the country's commitment to activating its long dormant railway network. When reporting to the Senate Finance and Budget Committee, Lucia Echeveri, Uruguay's Minister of Transport and Public Works, stated that although the complete railway master plan is still in the final draft stage, a series of priority development projects have been identified. For this purpose, the government has allocated $200 million specifically to ensure the completion of these foundational tasks by 2029.

The measures for modernizing the railway this time are precisely focused on the most prominent bottlenecks and strategic opportunities in the current network. According to the head of the Uruguayan National Railway Transport Agency, Vaffre Tegra, the priority project list includes multiple key links. Among them, the railway bridge spanning the Negro River has been identified as a major traffic bottleneck, and its repair work is urgently needed. At the same time, there are plans to build a new branch line from the central railway to the state-owned oil refinery in Latha to strengthen the energy supply chain. In addition, necessary maintenance will be carried out on the important passage connecting Paso de los Toro and Rivera, serving the northern region, to ensure smooth freight and passenger transportation.

Of particular concern is the government's decision to reopen the 290 kilometer route between Pe ñ arol and Jos é Pedro Varela in Montevideo. This railway, which has been closed since the interruption of passenger services in 2012, is located along more than 60% of the country's rice producing areas. Its restart will greatly meet the urgent demand for agricultural material transportation. At the same time, in order to improve the collection and distribution efficiency of Montevideo Port, a plan to develop a new southern connecting line is also being promoted in cooperation with the National Port Authority, accompanied by signal system upgrades and level crossing automation renovations.

Techra admitted that the fixed operating costs of the current railway system are indeed high, but this highlights the necessity for comprehensive reform. He emphasized that the core goal of this series of measures is not only to repair railway tracks and bridges, but also to "meet existing needs and make railways a viable production tool". This means that Uruguay aims to transform railways from a public burden into a powerful engine that can drive industrial and agricultural development, reduce logistics costs, and create economic opportunities for the entire population. Looking at a broader blueprint, Uruguay's railway ambitions extend beyond its borders. Tegra also confirmed that the country is working closely with neighboring countries Argentina and Brazil to explore how to "make regional railway transportation feasible".
