Against the strategic background of deepening the energy revolution and ecological civilization construction in the country, Inner Mongolia Autonomous Region is comprehensively laying out a green future with a grand vision and solid steps. Recently, the General Office of the People's Government of Inner Mongolia Autonomous Region officially issued the "Outline of the Plan for Comprehensively Promoting the Construction of Beautiful Inner Mongolia and Strengthening the Important Ecological Security Barrier in Northern China (2025-2035)", which proposes a clear and ambitious roadmap for the development of the new energy industry.

The core points of the development of new energy in the outline are as follows:

Base based development of wind and solar resources: The focus will be on Baotou City, Tongliao City, Xilingol League, Ulanqab City, Ordos City, Bayannur City, Alxa League and other areas, and efforts will be made to build multiple national level large-scale wind power bases with a capacity of tens of millions of kilowatts, promoting the high proportion development of renewable energy such as wind and solar energy.

Optimize photovoltaic layout and distributed energy: Newly launched photovoltaic power station projects will prioritize layout in ecologically fragile or resource rich areas such as border areas, desert deserts, semi deserts, coal mining subsidence areas, and open-pit mine waste disposal sites. At the same time, actively encourage and develop distributed photovoltaics and decentralized wind power to promote on-site consumption and comprehensive utilization of energy.

Extending the industrial chain and integrating innovation: vigorously developing the hydrogen production industry driven by new energy, actively exploring innovative industrial development models for the integration of "wind solar hydrogen storage", and promoting the high-quality development of the "wind solar hydrogen storage" industry cluster. Efforts will be made to expand and strengthen the carbon fiber and other carbon based material industries, with the goal of building Inner Mongolia into an important national new energy equipment manufacturing base and striving to create a core cluster area for the integrated development of national new energy and advanced high energy industries.

Strengthening the substitution and application of green electricity: Continuously improving the supply guarantee capacity of green electricity, continuously expanding the substitution areas of green electricity in terminal energy consumption, especially in key industries with high energy consumption such as ferroalloys, non-ferrous metal smelting, data centers, and various key industrial parks, accelerating the process of replacing traditional fossil fuels with renewable energy, and significantly increasing the proportion of green electricity in energy consumption.

Clear medium and long-term development goals: By 2030, the total installed capacity of new energy in the entire region will exceed 300 million kilowatts, and the key indicator is that the proportion of renewable energy electricity in the total consumption should reach over 40%.
