On the most sunny land in Kazakhstan, a green energy revolution is unfolding. At the beginning of 2025, the construction of a 300 MW large-scale photovoltaic power station located in the rural area of Orangai, Shalan District, Turkestan Oblast, Kazakhstan officially began. With the burial of the commemorative capsule, this clean energy project with a total investment of about 160 billion tenge (about 2.188 billion yuan) officially entered the implementation stage. As a landmark project of deep cooperation between China and Kazakhstan in the field of green energy, this project not only carries the important mission of Kazakhstan's energy transformation, but also becomes a vivid practice of the strategic partnership between the two countries.

Assisting Kazakhstan's energy transformation and regional development

This 300 MW photovoltaic power station is a key project in the renewable energy field of Turkestan Oblast, with the core goal of promoting the modernization of Kazakhstan's national energy sector and enhancing the stability of energy supply in the southern region. After the project is put into operation, it will significantly increase the proportion of green energy in the local energy structure, injecting multiple driving forces into regional development: on the one hand, it plans to create about 500 job opportunities for the local area and attract investment inflows; On the other hand, it will increase the total regional power supply, providing energy support for subsequent industrial investment and factory construction.

Nurarhan Kuscherov, the Governor of Turkestan Oblast, emphasized at the groundbreaking ceremony that the state is one of the hottest regions in Kazakhstan, and developing solar energy projects is not only the "most realistic choice for the region", but also the "most promising development direction". He pointed out that the project is not only an important project in Turkestan Oblast, but also a key measure for Kazakhstan to promote energy security and transition to a green economy. It will open up new paths for economic diversification and investment attraction in the region.

Multi party joint construction of green energy projects

The groundbreaking ceremony of the project brought together representatives of important institutions and enterprises from China and Kazakhstan, highlighting the high-level and strategic significance of cooperation. Nurlan Zakubov, Chairman of the Kazakhstan National Welfare Fund "Samruk Kazena" Joint Stock Company, Kailat Maksutov, Chairman of Samruk Energy Joint Stock Company, Lin Xiaodan, relevant person in charge of China Energy Construction Group and Chairman of China Energy Construction Overseas Investment Co., Ltd., and Han Chunlin, Ambassador Extraordinary and Plenipotentiary of China to Kazakhstan, attended the event or delivered speeches via video link.

At the project construction site, Kailat Maksutov, Lin Xiaodan, and Nurarhan Kuscherov jointly announced the official start of the project and presided over the commemorative capsule burial process. Han Chunlin stated in his speech that the project is a "vivid example" of China Kazakhstan strategic partnership, highlighting the important value of cooperation between the two countries in the field of green energy. Nurlan Zakubov revealed that the "Samruk Kazena" fund has long supported the development of renewable energy, and the 300 MW photovoltaic power station will provide important guarantees for consolidating Kazakhstan's national energy security.

Building high standard low-carbon energy projects

According to Samruk Energy Co., Ltd., the project will incorporate multiple innovative technological solutions to ensure power generation efficiency and stability. During the construction process, a new generation of photovoltaic panels equipped with solar tracking devices will be installed, and energy storage systems will be deployed simultaneously, which can ensure continuous and stable power production and improve the efficiency of grid connected power transmission. After the completion of the project, its installed capacity will rank among the top solar power projects in Kazakhstan, playing a key role in optimizing the energy structure of the southern region and consolidating regional energy balance.

From the perspective of corporate strategy, this project is the core link of Samruk Energy Co., Ltd.'s gradual transformation towards low-carbon power generation and the construction of a modern energy system. Kailat Maksutov said, "For Samruk Energy, the construction of this power station is not only an investment project, but also an important contribution to the long-term sustainable development of the country. We firmly believe that working together with our Chinese partners, we can complete the project with the highest standards of quality and reliability." Lin Xiaodan, Chairman of China Energy Construction Overseas Investment Co., Ltd., also promised to ensure the project's "high quality and timely completion" from multiple dimensions such as technology, ecology, and investment, and to help China Kazakhstan green cooperation take effect.
