160 billion tenge photovoltaic power plant breaks ground in Kazakhstan

A 300 megawatt large-scale photovoltaic power station with a total investment of 160 billion tenge (approximately 2.188 billion yuan) officially started construction on December 19, 2025 in the rural area of Orangai, Shalan District, Turkestan Oblast, Kazakhstan. Representatives from Chinese and Kazakh enterprises jointly participated in the commemorative capsule burial ceremony. This project is not only the largest renewable energy project in Turkestan state, but also a landmark achievement of deepening strategic cooperation between the two countries in the field of green energy.

As a core project for energy upgrading in southern Kazakhstan, the location of this photovoltaic power station is precisely in line with regional endowments - Turkestan Oblast is one of the hottest regions in Kazakhstan, with enormous potential for solar energy resource development. After the completion of the project, it is expected to create about 500 job opportunities for the local area, significantly increase the proportion of regional green power supply, provide stable energy support for introducing high energy consuming industries and improving the industrial chain, and help the local area achieve a win-win situation between ecological protection and economic development. Kazakh Governor Nurarhan Kuscherov bluntly stated that developing solar energy is the "most practical choice" for the state and a key path to promoting economic diversification and enhancing investment attractiveness.

This cooperation brings together the core forces of China and Kazakhstan, with Kazakhstan's National Welfare Fund "Samruk Kazena" and Samruk Energy Co., Ltd. working together with China Energy Construction Overseas Investment Co., Ltd. to promote project implementation. Chinese Ambassador to Kazakhstan Han Chunlin delivered a speech via video link, stating that the project is a vivid example of China Kazakhstan strategic partnership; Kailat Maksutov, Chairman of Samruk Energy, emphasized that this is the core layout of the company's transition to low-carbon power generation.

At the technical level, the project will adopt a new generation of photovoltaic panels equipped with solar tracking devices, and build an energy storage system to balance power generation efficiency and grid stability. The relevant person in charge of China Energy Construction has promised to ensure the timely completion of the project with high standards; Samruk Energy also stated that it will work together with Chinese partners to create a high-quality low-carbon energy benchmark.

After full operation, this 300 MW photovoltaic power station will rank among the top solar energy projects in Kazakhstan, injecting strong momentum into the country's energy structure transformation and building a strong energy security barrier.
