In Kotofi, Dorj Province, Romania, a nearly 200 hectare land is about to undergo an energy revolution. This is about 190 kilometers away from the capital Bucharest, where the Riau River flows quietly. In the future, the largest centralized photovoltaic power station in Romania will stand here. At the beginning of 2026, China Energy Jianhua East Institute took the lead and won the EPC general contracting contract for the project; Just two months later, on March 5th, China Railway Ninth Bureau Electric Power Company also successfully won the bid for the construction general contracting, with a bid amount of 475 million yuan. The convergence of China's infrastructure giants has made this land a new stage for Chinese companies to showcase their strength in the high-end European market.

The Green Heart of Romania

The Kotolfini 154.7MWac photovoltaic project in Romania consists of four 45MWp photovoltaic sub projects, with a total planned installed capacity of 180MWp and a land area of approximately 198.1 hectares. This project is not only the largest centralized photovoltaic project in Romania, but also an important breakthrough for Chinese energy and power engineering enterprises in the high-end European market.

After the completion of the project, it will provide clean and stable power supply to the local power grid, significantly increase the proportion of renewable energy in the energy structure, reduce the consumption of traditional fossil fuels, and lower carbon emissions. This project will provide solid support for Romania to achieve its goals of energy diversification and sustainable development.

Relay race from design institute to construction team

The successful implementation of this project is a wonderful relay race. On January 5th, China Energy Engineering East China Institute received the bid notification and successfully won the EPC general contracting project for the project. This marks the first time that East China Institute has independently undertaken EPC general contracting projects for new energy projects in the high-end market of the European Union, breaking the long-standing marginalization of Chinese enterprises in the Eastern European market as "subcontractors" or "equipment suppliers".

On March 5th, China Railway Ninth Bureau Electric Power Company successfully won the bid for the construction general contracting of the project, with a bid amount of 59.06 million euros (excluding tax), equivalent to 475 million yuan. This winning bid is an important breakthrough in the company's market development and also means that the project is about to enter the substantive construction stage.

Building a new energy landmark in 18 months

According to the plan, the project mainly includes the construction and installation of photovoltaic areas, the construction and installation of booster stations and transmission lines, as well as the relocation and reconstruction of 20KV lines. The planned construction period is 18 months, with tight deadlines and heavy tasks.
