Abu Dhabi Future Energy Company Masdar successfully entered the Malaysian renewable energy market on December 24, 2025. Its leading consortium has officially signed a power purchase agreement to build a benchmark floating solar power station in the waters of the Cherleh Dam in Pahang state. This move marks the substantial construction stage of cooperation between the United Arab Emirates and Malaysia in the field of clean energy.

The largest floating power station in Southeast Asia

The project is planned to have an installed capacity of 200 megawatts on the AC side, covering an area of approximately 950 acres. After the project is put into operation, it will become the largest floating photovoltaic power station in the entire Southeast Asian region. The total investment of the project is estimated to exceed 850 million ringgit, approximately 208 million US dollars. It will be jointly developed by Masdar and local Malaysian companies Citaglobal and Tiza Global, and the electricity will be acquired by the Malaysian State Power Company.

Key factors and strategic significance of winning the bid

The project was awarded through Malaysia's "Big Solar 5th Round" bidding, and the consortium used its competitive advantage to bid for the lowest electricity price among similar projects. This project is not only Masdar's first independent project in Malaysia, but also the first implementation result of its 10 GW renewable energy cooperation roadmap with the Malaysian Investment and Development Authority MIDA, directly supporting Malaysia's national goal of achieving a 35% renewable energy share by 2030.

Technological Collaboration and Future Prospects

The project will adopt advanced floating technology that adapts to the unique conditions of the reservoir, and adopt a non recourse project financing model, attracting the participation of international financial institutions. In addition to the current project, Masdar is also evaluating with partners the feasibility of developing another large-scale floating photovoltaic project at the Mullen Reservoir in Sarawak, which is expected to further promote Malaysia's energy transition process.
