At the meeting, it was pointed out that the "Outline (Draft)" of the plan proposed 23 projects around the national comprehensive three-dimensional transportation network, new energy system, new infrastructure, etc. In terms of energy, the key tasks are to focus on building a clean, low-carbon, safe and efficient new energy system, adhere to the development of multiple energy sources such as wind, solar, water and nuclear, implement the ten-year doubling action of non fossil energy, and promote the safe, reliable and orderly replacement of fossil energy with non fossil energy. During the 15th Five Year Plan period, through the implementation of a number of major engineering projects such as Yaxia Hydropower, "Shagehuang" New Energy Base, and power transmission channels, the West East power transmission capacity will reach over 420 million kilowatts, and by 2030, the proportion of non fossil energy in total energy consumption will reach 25%.

By 2025, the scale of China's marine economy will exceed 10 trillion yuan. The "Outline (Draft) of the 15th Five Year Plan" proposes to "promote high-quality development of the marine economy", and in the future, more attention will be paid to industrial renewal, strengthening, optimizing and expanding the marine industry. China's shipbuilding and marine engineering equipment, marine fisheries, offshore wind power and other industries have the world's largest scale.
