China is helping Saudi Arabia in Localizing UAV Production Under the Belt and Road

On March 7, 2026, CATIC, a subsidiary of Aviation Industry Corporation of China (AVIC), and the General Military-Industrial Authority of Saudi Arabia (GAMI) officially signed a military cooperation agreement. According to the agreement, the two sides will build an assembly line for the Wing Loong-3 reconnaissance and strike unmanned aerial vehicle (UAV) in Jeddah, a city on the Red Sea coast of Saudi Arabia, with a planned annual production capacity of 48 units.

The Wing Loong-3 UAV has an endurance of 40 hours and a range of approximately 10,000 kilometers. Equipped with multi-level dust protection and an enhanced cooling system, it can withstand temperatures reaching up to 50 degrees Celsius and sandstorm environments in the Middle East. Its resistance to electronic interference is 40% improved compared to its predecessor. This model has completed over 200 combat missions. Its intelligent identification system can lock onto targets within 0.3 seconds, enabling it to perform routine surveillance missions and carry precision-guided weapons.

Currently, the Middle East is embroiled in conflict, and Saudi Arabia is acutely aware of the security pressures. For many years, Saudi Arabia has been a major buyer in the international arms market, relying heavily on US equipment. However, US arms sales to Saudi Arabia often involve selling complete aircraft without transferring technology, and are subject to political conditions.

China's cooperation with Saudi Arabia is free of any political conditions, genuinely helping Saudi Arabia build its domestic defense industry. The procurement cost of the Wing Loong-3 is reportedly only a quarter of that of the US MQ-9B Reaper drone, with significantly lower maintenance costs. This cost-effectiveness advantage and open cooperative attitude have prompted Saudi Arabia to seek a more equal strategic partnership with China.

Saudi Arabia was one of the first countries to support and participate in the Belt and Road Initiative, and is a crucial pivotal country within the initiative's framework. In recent years, high-level officials from both China and Saudi Arabia have repeatedly emphasized promoting the deep integration of the Belt and Road Initiative with Saudi Arabia's Vision 2030. Under the Belt and Road framework, Sino-Saudi economic and trade cooperation has yielded fruitful results, with bilateral trade exceeding $100 billion for two consecutive years, and Chinese enterprises widely participating in Saudi Arabia's infrastructure construction.

From "selling equipment" to "building production lines," from "product export" to "industrial co-construction," the China-Saudi Arabia Wing Loong-3 cooperation project vividly embodies the core spirit of the Belt and Road Initiative: consultation, joint construction, shared benefits, and win-win cooperation. This cooperation will not only help Saudi Arabia achieve independent development of its defense industry but also provide a replicable new paradigm for China's high-end manufacturing to "go global" and deepen strategic cooperation with countries along the Belt and Road.
