On an empty land in Alatau District, Almaty City, Kazakhstan, the project team of Hunan Junxin Environmental Protection is verifying the final batch of equipment list. Not far from here, the landfill site with an annual landfill volume approaching its limit is still operating at overload. When the countdown to the construction of this waste incineration power plant, which can process 2000 tons of waste per day, was completed, Almaty's garbage siege finally came to an understanding.

Daily consumption of 2000 tons of garbage for grid connected power generation

The total investment of the project exceeds 280 million US dollars, approximately 130 billion tenge, and is located in Alatau District, Almaty City. After completion, the maximum daily waste treatment capacity can reach 2000 tons, and the supporting power generation system has an installed capacity of 60 megawatts. The electricity will be directly connected to the urban power grid. The emission treatment system will be benchmarked against international standards, creating 700 temporary positions during construction and providing 120 permanent positions after commissioning. The project has signed an investment agreement with the Ministry of Ecology of Kazakhstan, and a key consensus has been reached on the transfer of waste supply and power generation system.

Junxin Environmental Protection brings Changsha experience to sea

Junxin Environmental Protection operates the Changsha Solid Waste Recycling Center in China, processing 10000 tons of waste per day and generating over 1.4 billion kilowatt hours of electricity annually, with mature full chain operation experience. The replication of the Changsha model to Central Asia is a crucial step in expanding its overseas market. In August 2025, the Ministry of Ecology signed an initial agreement with relevant parties, and since then, the project has accelerated and is currently in the preparatory and final stage. Almaty sprints towards upgrading ecological governance

The urbanization process in Almaty is accelerating, and the amount of solid waste generated continues to rise, making existing landfills overwhelmed. Ha country is promoting the reform of the ecological governance system, and waste incineration power generation not only solves environmental pain points but also supplements clean energy, precisely meeting the local green development needs. Previously, Shenzhen Energy Environment had invested in building an ecological park in Astana, making Almaty the second foothold for China Kazakhstan environmental cooperation. As China's environmental protection technology extends westward along the China ferrous route, the transition from garbage encirclement to resource recycling is simultaneously unfolding in multiple cities in Kazakhstan.Editor/Gao Xue
