For people who travel between Luhe in Shanwei and Huilai in Jieyang all year round, as well as residents of towns and villages along the route who hope their hometowns can integrate into the development trend of the Greater Bay Area faster, a long-awaited news has finally landed - the preliminary preparation of the Luhe Huilai Expressway (referred to as "Luhui Expressway") project has made key progress.

Connect the two channels of development and supervision

Recently, the survey and design bidding work for the Luhe Huilai Expressway project has officially started. The estimated total amount for the feasibility study of the project is approximately 11.6737 trillion yuan. The bidding work is organized and carried out by the Guangdong Provincial Government Loan Repayment Expressway Management Center, and the bidding announcement was officially released on March 21, 2026. This marks a solid step from planning to reality for the important encrypted connecting lines in the Guangdong Province expressway network plan.

The project has been included in the key preparatory projects of Guangdong Province in 2026. It is not just a road, but also a key transportation project connecting mountainous areas and coastal areas in eastern Guangdong. The starting point of the project mainline is located in Shuichun Town, Luhe County, Shanwei City, connecting to the S19 Xingshan Expressway, and the endpoint is located in Longjiang Town, Huilai County, Jieyang City, connecting to the ongoing G228 realignment project. The total length of the newly built mainline is about 71 kilometers, and it will be constructed according to the standard of a two-way four lane expressway with a designed speed of 100 kilometers per hour. In addition, a 3.8-kilometer-long Shugang Avenue connection line has been set up, which leads directly to the public dock on the east bank of the South China Sea, to achieve seamless connection between the highway and coastal ports.

Shortening is not just about distance

The completion of the Luhui Expressway will directly change the spatial and temporal pattern of the areas along the route. The project route connects multiple towns such as Luhe Shuijian, Puning Daping, and Huilai Longjiang, and will significantly shorten the travel time between Luhe and Huilai after completion. Its deeper significance lies in that it will become an efficient connecting line, linking multiple existing trunk highways such as the Ningbo Dongguan Expressway (Chaohui Expressway).

This means that a outbound passage connecting Jiangxi, Nantong Shanwei Port, and Jieyang Port to the north will be opened up. This has significant strategic value in accelerating the integration of the northern area of Shanwei into the Chaoshan Jie metropolitan area and assisting in the construction of the green development demonstration zone in the former Central Soviet Area. The convenience of transportation will directly inject strong impetus into the industrial upgrading, resource circulation, and talent exchange in the areas along the route.
