On April 7, 2026, the commissioning conference of the 1 million kilowatt photovoltaic project of China General Nuclear Power's clean energy base in northern Laos was held in Vientiane, Laos, marking the official commissioning of the largest photovoltaic project in Southeast Asia. Laotian Prime Minister Songsai Sipangdun attended the ceremony and announced the project's commissioning.

Chinese Ambassador to Laos Fang Hong, Laotian Minister of Industry and Trade Malaithong Kommasith, Laotian Governor of Oudomxay, Phong Sawan Sayaong, Laotian President of Jidapong Group, Eratai Sandikongka, and others attended and delivered speeches. Yang Changli, Chairman of China General Nuclear Power Corporation, attended and delivered a speech. More than 200 officials from the Prime Minister's Office, Ministry of Labor and Social Welfare, and representatives from enterprises, institutions, and media from both China and Laos attended the event.

Project Highlights and Ecological Achievements

This project is an important supporting power source for China Laos power interconnection, as well as the first million kilowatt level clean energy green space project independently developed by China General Nuclear Power Corporation and the first large-scale mountain photovoltaic project in Laos. The project is located in Oudomxay Province, Laos, with an expected annual power generation of 1.65 billion kilowatt hours and an annual reduction of approximately 1.3 million tons of carbon dioxide emissions. During the construction period, CGN promoted the establishment of Laos' first clean energy power standard research institute, aiming to enhance the level of power cooperation through standard soft connectivity. The project adheres to ecological priority and has been awarded the "Green Energy Quality Certification" in Laos through measures such as optimizing layout and ecological restoration.

Drive the development of the industrial chain and people's livelihood

The project has driven more than 70 industrial chain enterprises from China and Laos to participate in construction, providing nearly 3000 job opportunities for the local area during peak periods, and repairing roads and reinforcing 5 bridges, effectively improving local infrastructure. Among them, more than 40 domestic new energy industry chain enterprises and more than 30 local construction, machinery, and material supply enterprises in Laos have been linked, becoming a model of power cooperation in the Lancang Mekong region. The Minister of Industry and Trade of Laos stated that the project effectively promotes the interconnection of electricity between China and Laos, driving employment and industrial development. Deepening the friendship between China and Laos through public welfare actions

CGN continues to promote the "Firefly Plan" in Laos, training nearly a hundred local engineers through the "White Egret Class" and conducting public welfare activities such as Chinese language classes and firefly workshops. At the commissioning ceremony, CGN donated operating rooms and medical equipment to the Langnanta Provincial Hospital, and launched several primary school and village office renovation projects to deepen the people to people connection between China and the elderly through practical actions.
