Ghana leverages EU to activate West African railway artery

Dr. Frederick Apo, CEO of Ghana Railway Development Authority, recently confirmed that the European Commission has approved a € 20 million grant specifically for the introduction of ETCS Level 1 train control system on the Tema Mpakadan railway. This funding is seen as a critical technological first aid package to save this $449 million strategic corridor, aimed at addressing capacity bottlenecks caused by signal failures since its opening in November 2024.

Signal bottleneck and technological breakthrough

As the first phase of Ghana's first standard gauge railway, the 97.6-kilometer Tema Mpakadan line connects Tema Port with the eastern hinterland. However, after its opening, there were frequent infrastructure problems, especially signal system failures, which forced this single track railway to implement strict single train operation, with daily capacity far below design expectations. GRDA immediately launched a repair plan with the goal of restoring passenger services by October 2025.

Dr. Apo pointed out that 20 million euros of EU funds are expected to be disbursed by the end of 2025. With the deployment of ETCS Level 1 system, scheduling permissions will be centralized, and line capacity and reliability will be improved through comprehensive supervision. This is not only an equipment upgrade, but also a reshaping of Ghana's national asset operation capabilities, aimed at transforming the current "restricted access" into efficient "scheduled transportation".

A key link in the West African logistics corridor

The success or failure of this project is related to Ghana's broader geopolitical and economic ambitions. The Tema Mpakadan line is the starting point of the planned 1000 kilometer standard gauge railway network, which will eventually extend to Burkina Faso, forming a logistics artery connecting the Gulf of Guinea and the Sahel region. The repaired railway will significantly reduce the import and export logistics costs of inland countries and strengthen the position of Tema Port as a transit hub in West Africa.
