Recently, the kickoff meeting for the design of the 12 million ton coal quality utilization co production LNG project in Xinjiang Zhongtong Jirui was successfully held at Saiding Engineering Co., Ltd.

This project plans to construct multiple core production facilities, including a coal preparation plant with an annual output of 6 million tons, a coal quality utilization co production LNG plant with an annual output of 12 million tons, a coal gasification hydrogen production plant with an annual output of 500000 tons, a coal tar hydrogenation to produce naphtha plant with an annual output of 2.2 million tons, and a continuous reforming to produce aromatics plant with an annual output of 1.4 million tons of naphtha. After the project is put into operation, it will further optimize the layout of the coal chemical industry in Hami region, promote the improvement of the quality, efficiency and transformation of the regional coal clean and efficient utilization industry.

Construction location: Hongshan Industrial Park, Naomaohu Economic and Technological Development Zone, Xinxing City, 13th Division, Xinjiang Production and Construction Corps

Project investment: The total investment of the project is 15.283 billion yuan, including 3.56 billion yuan for the construction of the first phase and 11.724 billion yuan for the construction of the second phase.

Construction timeline: The first phase of the project is scheduled to commence in April 2026, with a construction period of 2 years. After the completion and smooth operation of the first phase of the project, the construction of the second phase will be launched, with a construction period of 3 years.

Labor quota: The overall staffing for the project is 1200 people, with 600 people allocated for each of the first and second phases of the project.

Construction scale: Supporting construction of a coal preparation plant with an annual output of 6 million tons, a coal quality utilization and co production LNG unit with an annual output of 12 million tons, a continuous gasification hydrogen production unit with an annual output of 530000 tons of blue charcoal pure oxygen, a coal tar hydrogenation to produce naphtha unit with an annual output of 2.2 million tons, and a continuous reforming to produce aromatic hydrocarbons unit with an annual output of 1.4 million tons of naphtha.

Project construction content and supporting facilities

This project adopts a phased construction model, with the first phase planning to construct a coal quality utilization and co production LNG plant with an annual output of 4 million tons; The second phase of supporting construction includes an annual output of 6 million tons of coal preparation plant, an annual output of 8 million tons of coal quality utilization co production LNG unit, an annual output of 500000 tons of pure oxygen continuous gasification hydrogen production unit, an annual output of 2.2 million tons of coal tar hydrogenation to produce naphtha unit, and an annual output of 1.4 million tons of naphtha continuous reforming to produce aromatics unit. Public auxiliary facilities will be constructed simultaneously in Phase I and Phase II of the project, mainly including flare system, water supply and fire fighting booster station, sewage treatment plant, foam station, rainwater monitoring and accident water prevention and control system, boiler room, desalted water station and other supporting facilities.
