On December 31, 2020, the first tank of concrete was poured on the nuclear island of Zhejiang San'ao Nuclear Power Project Unit 1 following the start order issued by the Secretary of the Zhejiang Provincial Party Committee Yuan Jiajun, marking the official start of the main construction of Zhejiang San'ao Nuclear Power Project Unit 1 !

Zhejiang San'ao Nuclear Power Project started its site survey in 2007. In May 2015, the National Energy Administration approved the project to carry out site protection and related demonstration work. On September 2, 2020, the executive meeting of the State Council approved Units 1 and 2 of the first phase of the project. On December 30, 2020, the National Nuclear Safety Administration issued a construction permit for Units 1 and 2 of Zhejiang San'ao Nuclear Power Phase I Project.

The Zhejiang San'ao Nuclear Power Project plans to build 6 China's independent third-generation nuclear power "Hualong No. 1" units, one plan and phased implementation. "Hualong One" is a third-generation nuclear power technology with China's independent intellectual property rights jointly developed by China General Nuclear Power and China National Nuclear Corporation. This technology makes full use of China’s accumulated technological and talent advantages in the design, construction, operation and R&D of nuclear power plants in the past 30 years, absorbs successful experience in the design, construction, and operation of PWR nuclear power plants at home and abroad, and innovatively adopts active and passive phases. The combined safety design concept, relying on China’s already formed nuclear power equipment manufacturing system and capabilities, fully embodies the balance of safety and economy, the unity of advancement and maturity, and the combination of active and passive. Zhejiang San'ao Nuclear Power Project is jointly invested, constructed and operated by China General Nuclear Power Corporation, Zheneng Electric Power Co., Ltd., Wenzhou Nuclear Energy Development Co., Ltd., Cangnan County Haixi Construction and Development Co., Ltd., and Geely Maijie Investment Co., Ltd. The project absorbed private capital for the first time, creating a new model of mixed reform of nuclear power enterprises. During the progress of the project, CGN adheres to the concept of “innovation, coordination, green, openness, and sharing”, and through more than 100 optimizations, it has formed an engineering design plan for island avoidance, beach protection, and shore protection. At the same time, it will achieve integration and development with localities in urban construction, industrial development, ecological environment, and social and cultural aspects.

The construction of the Zhejiang San'ao nuclear power project will effectively increase the proportion of clean energy in Zhejiang Province, help Zhejiang to take the lead in building a national clean energy demonstration province, build a green and low-carbon modern energy supply system and build a clean energy production base in the Yangtze River Delta, which is important for safeguarding the national energy strategy. Security, promotion of carbon peak and carbon neutrality, expansion of effective investment and promotion of employment growth are of great significance.

With the official start of construction of Unit 1 of the Zhejiang San'ao Nuclear Power Project, CGN has 7 nuclear power units under construction, with an installed capacity of 8.21 million kilowatts.
