The project adopts a franchise model, with MCC Communications Construction Group Co., Ltd. as the lead investment and construction party, Tongye Equity Investment (Rizhao) Cooperative Enterprise (Limited Partner), Beijing Public Transport and Tram Co., Ltd., Shanghai Urban Construction Design and Research Institute (Group) Co., Ltd. and China Metallurgical Rail Transit Construction Co., Ltd. form a consortium for joint investment and construction. The project has a total investment of 3.3 billion yuan and a total length of 36.307 kilometers. The starting point is Zhangye West High-speed Railway Station and the ending point is the Qicai Danxia Scenic Area. It uses a modern tram with steel wheels and steel rails powered by a 100km/h catenary. Zhangye Danxia Rail Transit Project is a tourist rail transit connecting Colorful Danxia Scenic Area and Binggou Danxia Scenic Area. It has a total length of 15.6 kilometers and a total investment of 1.397 billion yuan. Construction started in March 2020.

At the same time, Zhangye City will also follow the thinking requirements of "two projects, one system, integrated promotion, and integrated operation", while advancing the modern tram S1 line project in Zhangye City, it will also coordinate the advancement of the Zhangye Danxia rail transit project. After the completion of the two projects, the rail transit will be fully connected, with a total mileage of more than 50 kilometers. It will become one of the main roads connecting Zhangye City to Sunan Yugu Autonomous County, in order to further improve the overall level of Zhangye City’s cultural tourism industry and promote ethnic minority areas.
