On June 30, the Shandong Provincial Department of Transportation issued the Shandong Province "Guidelines for the Construction of Smart Highways" (hereinafter referred to as the "Guidelines"). The "Guide" was compiled by Shandong High Speed Group's subordinate Smart Transportation Key Laboratory (prepared), Transportation Planning and Design Institute Group, Information Group, Engineering Consulting Group, Infrastructure Construction Company, Construction Management Group and other units, and proposed the overall structure of smart highway, The requirements for construction classification, smart construction and maintenance system, smart operation system and support system provide an important basis for the construction of new, renovated and expanded smart highway projects and smart upgrade projects for existing highways.

Since May 2020, the Ministry of Transport and the Shandong Provincial Department of Transportation have successively issued the "Opinions on Shandong Province's Development of the Pilot Work for the Construction of High-speed Railway Construction Management Mode and Other Transportation Power Country Construction", and the "Intelligent Expressway System Engineering Research and Practice Pilot Work Implementation" "The Plan" confirms that Shandong High Speed Group will be used as a pilot unit to build the Jinan-Qingdao Middle Route and the southern section of Beijing-Taiwan Smart Expressway and other pilot content. In October of the same year, the Provincial Party Committee and the Provincial Government issued the "Implementation Opinions of Shandong Province on the Implementation of the "Outline for Building a Strong Transportation Country", which clarified that by 2030, the proportion of smart highways will reach more than 50%. As a leading enterprise in the transportation industry in Shandong Province, Shandong Expressway Group fully implements the decisions and deployments of the central and provincial party committees and governments, adheres to the economic, political, and social responsibilities of state-owned enterprises, and vigorously promotes the construction of smart highways.

Since August 2020, Shandong High Speed Group has successively established a leading group for the construction of a strong transportation country and a strong transportation province and a special class for smart highway work, and coordinated the preparation of the Shandong Province "Smart Highway Construction Guide" and "Smart High Speed Development Plan Outline", Top-level design work such as studying the whole-process management mechanism of Wisdom Expressway and building a standard system for Wisdom Expressway construction. At the same time, in accordance with the construction positioning of "all-section perception, whole-process management and control, and all-weather traffic", with the support of the key laboratory of smart transportation and the research and development of smart highway technology, it will actively build smart highway demonstration projects such as the southern section of Beijing and Taiyuan and the middle of Jiqing.

At present, the Beijing-Taiwan southern section of the smart highway project is scheduled to be completed and opened to traffic in October; the Jinan-Qingdao midline smart highway project is scheduled to be completed and opened to traffic by the end of 2022. In the next step, Shandong High Speed Group will further implement the requirements for building a strong transportation country and a strong transportation province, increase scientific and technological innovation research and development, the introduction of high-end talents and capital investment, and make every effort to promote the construction of smart highway projects, and strive to complete the project within 3-5 years.
