In an earlier video conference, Izmir Mayor Tonk Sawyer and the European Bank for Reconstruction and Development Turkey, Middle East and Africa Infrastructure Director Su Barrett signed a 125 million euro financial Agreement for the construction of the Oyol-Buca Metro Line.
"Our project will fundamentally solve the traffic problem in Bukkah, which is the most crowded area in our city. The new subway line will connect with other cities' transportation, promote modern, fast, environmentally friendly and safe commuting, and create job opportunities. And attract investors," the mayor said.
The project is estimated to cost 1.7 billion euros and includes the construction of a 13.5-kilometer-long line, 11 subway stations, a warehouse and a workshop facility. The project is scheduled to start at the end of 2021 and is expected to be completed in four years. The new line will start from the existing Oyor Station (Fahretin Altai-Efka Line 3) and will go to Dokuziel University-Amlekul, the eastern terminal of the Buka metro line.
The international tender for the construction of the new subway line was launched in January 2020, and 14 domestic and foreign companies and consortia submitted their qualification files. Thirteen bidders have been qualified and have been invited to participate in the second phase, which will take place on August 27, 2021. At the end of the evaluation, the most economically favorable quotation will be selected, and construction will begin immediately after signing the contract with the contractor.

In 2019, the city government of Izmir and the European Bank for Reconstruction and Development signed a senior loan of 80 million euros to provide external financing for the Buka metro line. In addition, the municipality has signed a financial agreement with the French Development Agency (AFD) and the Asian Infrastructure Investment Bank (AIIB) for a total of 250 million euros, each with an investment of 125 million euros. The new subway line will be fully constructed with the city government’s own resources and credit.

The éyol-Buka metro line will connect with the municipal bus, suburban railway and tram network and help replace more polluting modes of transportation such as private cars and minibuses.
