On November 22, 2021, Zhaotong City Public Resources Trading Electronic Service System issued the announcement of bidding for Yongshan-Yanjin Expressway investors and co-contractors. The bidder Zhaotong Expressway Investment and Development Co., Ltd. estimated the total investment to be approximately 15.455.3 billion yuan, with a planned construction period of 48 months.

Project Overview

The project is located in Zhaotong City, Yunnan Province. The project starts from near Ranfangpo on the south side of Yongshan County and connects with the end point of Yongshan Branch of G4216 Yanjiang Expressway, and then it is 3.82km with G85 Yinkun Expressway. After Hekou Village, Niuzhai Township, it enters the territory of Sichuan Province, connecting the planned Sichuan Jun to the Xuyong Expressway. The operating mileage of the route is 84.827km (including 3.82km using G85 Yinkun Expressway and 11.2km from the paddy field area to Qinglongzui section of Zhaole Expressway), and the construction mileage is 69.807km. Main control points: Yongshan County, Mugan Town, Zhonghe Town, Yanjin County, Niuzhai Township.

The project is planned to be constructed in accordance with the two-way four-lane expressway standard, with a design speed of 80km/h and a roadbed width of 25.5 meters. Lay out extra-large bridges 3438/3 (m/seat), bridges 17506/45 (m/seats), medium and small bridges 298/4 (m/seats), extra-long tunnels 31325/6 (m/seats), long tunnels 6664/4 ( m/seat), the middle tunnel 1995/3 (m/seat), the bridge and tunnel accounted for 89.59% of the total length of the route. There are 5 interchanges, including 1 hub-type interchange and 2 service-type interchanges (full use of hubs) 1 intercommunication, 1 service intercommunication), 1 pair of U-turns. Set up 2 service areas, namely Yongshan Service Area and Yanjin Service Area. It is preliminarily determined that the proposed project will have 2 management and maintenance centers, 1 road administration room, 1 traffic police room, gas station, charging station and Yongshan service area. The Shan service area and the Yanjin service area are merged and constructed.

Set up the Yanjin interchange connecting line with a length of 5.8km. The starting point is at Shuitianba, the ending point of the Yanjin interchange ramp, and the ending point is at Huangjiapingzi. The existing salt water line road is 4.5m wide and is a waiting road. This section of the route is rebuilt according to the fourth-class highway, with a design speed of 20km/h, a subgrade width of 7.5m, and an asphalt concrete pavement.

The installation of wooden pole interchange connecting lines starts at the bridgehead of National Highway G213 in Mugan Town and ends at Mugan Town Passenger Transport Station, which is about 1.75 kilometers long. The existing pavement type is asphalt concrete pavement with a width of 3.5 to 4 meters. The wooden pole interchange connection line is rebuilt according to the fourth-class highway standard, with a design speed of 20km/h, a roadbed width of 7.5m, and an asphalt concrete pavement.

Setting up Dun-Hou Interchange Interchange Connecting Line starts at Dun-Hou Interchange Ramp and ends at the rural road 030. It adopts the third-class road standard construction, the length is 2.239 kilometers, and the design speed is 30 kilometers/hour.

Scope of bidding

The scope of the bidding is to select Yongshan-Yanjin Expressway investors and cooperative contract builders. Among them, the scope of cooperative contract construction is the entry road, roadbed, pavement, bridges and culverts, tunnels, crossover works, landscape greening and environmental protection and soil protection engineering, traffic safety facilities engineering, and housing construction facilities along the line (including gas stations and charging stations) , Tunnel mechanical and electrical engineering and monitoring, toll collection, and communication system engineering (excluding power dedicated line engineering) construction and defect repair.

Obtaining and submitting bidding documents

Anyone interested in participating in the bidding, please log in to the Zhaotong City Public Resource Trading Electronic Service System (URL: http) from 9:00 on November 23, 2021 to 23:59 on November 29, 2021 (Beijing time, the same below) http://ztggzyjy.zt.gov.cn/), obtain electronic bidding documents and other bidding materials online with the enterprise digital certificate (CA), the format of the electronic bidding document is *.BZBJ; enterprises that have not applied for the enterprise digital certificate (CA) It is necessary to apply for the enterprise digital certificate (CA) in accordance with the requirements of the Yunnan Province public resource transaction electronic certification, and obtain the bidding documents after the registration is completed in the Zhaotong City Public Resource Transaction Electronic Service System. The deadline for submission of bid documents (the deadline for bidding, the same below) is: 09:00 on December 20, 2021.
