On February 16, 2022, the National Development and Reform Commission announced that it agreed to build the Hanas Putian LNG terminal project and the Huizhou liquefied natural gas (hereinafter referred to as LNG) terminal project.
The approval document shows that the total investment of the Hanas Putian LNG terminal project is about 5.263 billion yuan. Among them, the construction investment is 4.875 billion yuan, the construction period interest is 230 million yuan, and the initial working capital is 155 million yuan. The capital account for 30% of the total investment, which will be contributed by the project unit's own funds; the rest will be settled through bank loans. The project is located in Dongwu Port Area of Meizhou Bay Port, Putian City. The receiving terminal has an annual receiving capacity of 5.65 million tons. It will build a dedicated LNG berth, build two LNG storage tanks of 200,000 cubic meters, and include supporting processes, public works and Auxiliary engineering facilities.
The construction unit of Hanas Putian LNG terminal is Putian Hanas LNG Co., Ltd. (hereinafter referred to as Putian Hanas Company).
According to the Tianyancha APP, Putian Hanas Company was established in August 2014 with a registered capital of 500 million yuan and is 100% owned by Shanghai Hanas Energy Development Co., Ltd.
Shanghai Hanas Energy Development Co., Ltd. is a wholly-owned subsidiary of Shanghai Hanas Investment (Group) Co., Ltd., and the actual controller is Ma Fuqiang. Ma Fuqiang is also the actual controller and chairman of Ningxia Hanas Natural Gas Group.
The predecessor of Ningxia Hanas Natural Gas Group was Yinchuan Natural Gas Corporation established on September 30, 1999. In 2003, it was restructured into a modern joint-stock enterprise with natural gas infrastructure construction as its core business.
The approval document stated that after the Hanas Putian LNG receiving station project is put into operation, the price of gasification services will be set by the pricing authority of Fujian Province, and the pricing period will not exceed five years.
The National Development and Reform Commission requires Fujian Province to organize the National Pipeline Network Group and the owner of the Hanas Putian LNG receiving station project to strengthen the connection, promote the construction of the LNG receiving station's external pipeline and realize the integration with the third West-East Gas Pipeline, and CNOOC has built the Fujian Putian LNG receiving station. interconnection.
In addition to Fujian, Guangdong will also build a new LNG terminal.
The project approval document shows that the Huizhou LNG terminal project belongs to Guangdong Huizhou LNG Co., Ltd., and the maximum capacity of the terminal is 6.1 million tons per year.
The project is located in Bijia Operation Zone, Huidong Port District, Huizhou Port, Guangdong Province. Three 200,000 cubic meters of LNG storage tanks and related major process facilities such as unloading, gasification, and truck loading will be constructed. One reliable berth is 80,000-266,000. An unloading terminal for cubic metre LNG ships, as well as a dock for working boats.
The total investment of Huizhou LNG terminal is 6.636 billion yuan. Among them, the construction investment is 6.315 billion yuan, the construction period interest is 290 million yuan, and the initial working capital is 30.52 million yuan. The capital of the project is 2.257 billion yuan, accounting for 34% of the total investment, which is funded by the project unit's own funds, and the rest is solved through bank loans.
The Tianyancha APP shows that Guangdong Huizhou LNG Co., Ltd. was established in January 2019 with a registered capital of 140 million yuan and is 100% held by Guangdong Energy Group Natural Gas Co., Ltd.
