Ningde Gutian Expressway starts from Liudu Village, Qidu Town, Jiaocheng District, Ningde City, passing Jinhan Township, Shihou Township, Yangzhong Town, Jiaocheng District, Dajia Town, Shanyang Town, Hetang Town, Zhuoyang Township, Gutian County, and ends at Jixiang Village, Jixiang Township, Gutian County, with a total length of 70 kilometers and a project budget of 10.103 billion yuan.

The starting point of the C2 and C3 contract sections is located in Baoqiao Village, Shanyang Town, and connects with the terminal point of the C1 contract section of the Ninggu Expressway, which was first started. The route extends northwest, passing through Hetang Town and Zhuoyang Township, and ends at Jixiang Village, Jixiang Township. It connects with Pingnan to Gutian Expressway, with a length of about 35 kilometers. It is constructed according to the design speed of 100 kilometers per hour and the standard of a two-way four lane highway, with a roadbed width of 26 meters.

After the completion of the project, the goal of 30 minutes of high-speed transportation for all townships in the county can be basically achieved, and the distance between Gutian and Ningde will be greatly shortened, radiating a population of over 300000.
