On March 30, 2024, Qing'an County, Heilongjiang Province welcomed the official start of construction of an important water conservancy project - the Sixteen Daogang Reservoir Project. This project is not only one of the 150 major water conservancy projects in the country, but also a powerful driving force injected into the high-quality economic and social development of Qing'an County.

The Sixteen Daogang Reservoir Project is located in the middle reaches of the Ougen River, a right bank tributary of the Hulan River, in Qing'an County, Suihua City, about 62 kilometers away from the county seat. As a key project of 150 major water conservancy projects promoted by the state and a key project of the 14th Five Year Plan for Water Safety Guarantee, its importance is self-evident.

The reservoir project prioritizes agricultural irrigation, while also taking into account flood control, urban water supply, and ecological environment improvement. The project covers an area of 32600 acres, with an irrigation area of 318600 acres. The designed total storage capacity is 144 million cubic meters, and the flood control standard meets a 100 year return period. The completion of this project will effectively regulate and store the runoff of the Eugen River in the Songhua River Basin, improve irrigation guarantee rate, ensure water supply security in the receiving areas, and provide solid guarantees for the country's food security.

In addition, the construction of the Sixteen Daogang Reservoir Project will have a profound impact on flood control, ecological environment improvement, and food security maintenance. Its construction will effectively reduce the occurrence of floods and protect the safety of people's lives and property; At the same time, by improving irrigation conditions, promoting stable development of agricultural production and providing strong support for the improvement of ecological environment; Most importantly, it will provide strong guarantees for the country's food security and ensure its long-term stability.

It is understood that the total construction period of the Sixteen Daogang Reservoir project is 42 months and is expected to be completed in September 2027. At present, various preparatory work in the early stage of the project has been fully launched, including immigration relocation and resettlement, land acquisition and demolition, procedure approval, and service guarantee.
