For a total of 29 provincial key water conservancy projects this year, the annual planned total investment is as high as 10.521 billion yuan. Among them, the Provincial Department of Water Resources will be directly responsible for scheduling 11 important projects, such as the Guxian Shanxi Water Supply Project (early stage), the Wanjiazhai Yellow River Diversion North Main Branch Project, the Shanxi Province Flood control capacity improvement projects, etc., the total annual planned investment in these projects reaches 6.868 billion yuan. At the same time, another 18 projects will be responsible for daily dispatching by the relevant municipal people's governments, including the Changzhi Zhuozhang River Three Sources and One Main Channel Comprehensive Treatment Project (preliminary stage), Taiyuan Dongxishan Water Diversion Project (preliminary stage), etc. The total annual planned investment of these projects is 3.653 billion yuan.

The "Plan" requires that firstly, the dispatching responsibilities must be clarified and the main responsibilities should be consolidated.
