On March 30, 2024, a solemn and grand commencement ceremony was held in Lantian County, Xi'an City, marking the full launch of the additional treasury bond issued by Xi'an City and the special support project for small and medium-sized rivers (Shanhonggou) governance in China and the province. This historic moment not only witnesses a new chapter in the construction of flood control projects in Xi'an, but also demonstrates the government's high attention and firm determination to flood control safety.

The 26 projects that have started construction this time cover the management of multiple key rivers and flash floods in Xi'an city. The launch of these projects means that the prelude to the construction of flood control engineering in Xi'an has been fully opened, indicating the improvement of urban flood control capacity and the improvement of people's living safety environment in the future.

In recent years, the water management system in Xi'an has always focused on filling gaps and strengthening weak links, committed to accelerating the pace of flood control system construction. Especially in the second half of 2023, we keenly seized the precious opportunity of the central government's new round of increasing investment in water conservancy infrastructure, and went all out to strive for the central government's issuance of additional treasury bond and special support funds for the central and provincial governments, providing a solid project and financial guarantee for the river and lake governance and flood control security work in Xi'an.

The 26 projects under centralized construction this time cover five small and medium-sized river control projects and five mountain torrent gully control projects successfully won in the central government's additional treasury bond issuance, as well as 16 water damage repair projects specially supported by the central and provincial governments. The total investment of these projects reached about 230 million yuan, including 129 million yuan of additional treasury bond issued by the central government and 27.7 million yuan of special funds for water conservancy and disaster relief in central and provincial provinces. The injection of these funds will directly benefit five districts and counties, including Lantian County, Zhouzhi County, Huayi District, Chang'an District, and Lintong District, injecting strong impetus into local flood control safety.

It is worth mentioning that the Yangxie Village flood control project, as one of the projects under construction, is located downstream of the Lanqiao River. Its construction content covers the treatment of 1.6 kilometers of the river section and the construction of 3 kilometers of new bank protection. The project will be constructed according to the Grade 5 revetment level and the flood control standard of 10-year return period, with a total investment of 23.3403 million yuan, including 18.6 million yuan of additional treasury bond. The implementation of this project will further enhance the flood control capacity of the lower reaches of the Lanqiao River and provide solid guarantees for the safety of local residents' lives and property.

In addition, while actively seeking central funding, the finance of Xi'an City has also shown strong support, raising nearly 80 million yuan of funds specifically for the restoration work of 27 river damage projects in eight districts and counties, including Zhouzhi County, Huayi District, and Chang'an District.
