"The Ministry of Energy of Kazakhstan and the Ministry of Energy of the Russian Federation signed a cooperation agreement on the construction of coal-fired power plant projects in the cities of Kirkshetak, Semyi and Ustykamenogorsk," the press release said. "Considering the abundant thermal coal reserves, the implementation of coal-fired power plant projects in the three capitals will be a strong driver of urban development," Kazakh Energy Minister Almazadem Satkaliyev said.
