The draft defines the direction of energy structure adjustment, supports the priority development of renewable energy, rational development and clean and efficient use of fossil energy, and orderly promotes the replacement of fossil energy by non-fossil energy and low-carbon energy by high-carbon energy.

According to reports, China has formulated a number of separate energy laws and regulations, such as the power law, the coal law, the energy conservation Law, the renewable energy law, and the urban gas management regulations, but the energy field still lacks a basic and dominant law. The formulation of an energy law on the basis of separate energy laws and regulations is an important measure to strengthen legislation in key areas, and is of great significance to promoting high-quality energy development and ensuring national energy security.

The draft to improve the energy development and utilization system, mainly from six aspects of the provisions: first, clear energy structure adjustment direction; Second, clarify energy development and utilization policies; Third, promote clean, efficient and intensive energy conservation; Fourth, ensure basic energy supply services; Fifth, strengthen the construction and protection of energy infrastructure; Sixth, we will promote energy development in rural areas.

On clarifying the direction of energy structure adjustment, the draft supports the priority development of renewable energy, the rational development and clean and efficient use of fossil energy, and the orderly promotion of non-fossil energy to replace fossil energy and low-carbon energy to replace high-carbon energy.

In terms of promoting the development of rural energy, the draft encourages and supports the development of rural energy, coordinates the construction of urban and rural energy infrastructure and public service system, and gives priority to ensuring the energy use of rural life and agricultural production when there is a temporary shortage of energy supply in rural areas.

In order to speed up the establishment of an energy market system with diversified entities, unified and open, orderly competition and effective supervision, the draft stipulates that the state promotes the separate operation of natural monopoly and competitive businesses in the energy sector. Coordinate and promote the construction of a unified national energy trading market; Require energy transmission network facilities to be open to eligible entities in a fair and non-discriminatory manner; Encourage the coordinated development of upstream and downstream enterprises in the energy sector and the coordinated promotion of the entire industrial chain; Promote the establishment of an energy price formation mechanism mainly determined by market factors, and improve the energy price control system; Promote international investment and trade cooperation in the field of energy.
