On February 3, 2025, the Vietnamese Ministry of Transport officially submitted a pre feasibility study report to the Prime Minister of Vietnam for the Lao Cai Hanoi Hai Phong railway project connecting with China. To accelerate the project review process, the Vietnamese National Assembly investigation team is expected to conduct a field survey of the project from February 4th to 5th. The Vietnamese Ministry of Transport plans to supplement and improve project related documents on February 7th and submit them to the government, and then submit the project to the National Assembly for review before February 10th. Congress is expected to issue relevant resolutions before February 17th and plans to approve the feasibility study report of the project in the third quarter of 2025.
National Review Committee established
Previously, on January 24th, the Vietnamese Prime Minister issued a decision to establish the National Review Committee for the Pre Feasibility Study Report of the Lao Cai Hanoi Hai Phong Railway Construction Investment Project. The committee is chaired by the Minister and Deputy Minister of Planning and Investment of Vietnam, with members including 16 ministries such as the Ministry of Transport, Ministry of Finance, Ministry of Construction, and Ministry of Industry and Trade, as well as leaders from 9 provinces and municipalities including Lao Cai and Anpei. The review committee is responsible for completing the review report in accordance with regulations to ensure the approval of the project at the 9th extraordinary session of the 15th National Congress held in February.
Project Overview and Investment Scale
The planned total length of the Laojie Hanoi Haiphong Railway project exceeds 403 kilometers, passing through 9 provincial municipalities including Laojie, Anpei, Fushou, Yongfu, Hanoi, Beining, Xing'an, Haiyang, and Haiphong. The starting point of the project is located at the cross-border railway connection point between Xinlaojie Railway Station in Laojie City and China Hekou North Station, and the endpoint is in the dock area of Lixian County, Haiphong City. The project plans to invest in the construction of a 1435mm double track first-class railway, with a designed speed of less than 200 kilometers per hour for the main line. The first phase of the project will achieve single line operation, with passenger cars running at a speed of 160 kilometers per hour and freight cars running at a speed of 120 kilometers per hour. According to preliminary estimates, the total investment of the project is approximately 194.929 trillion Vietnamese dong (about 8 billion US dollars).
