On March 3, 2025, China Energy Engineering Gezhouba Group signed a contract with the Kuwait Housing and Welfare Agency for the T-1253 and T-1402 infrastructure projects in South Saad Abdullah New City, with a total amount of 557 million US dollars (approximately 4.066 billion yuan).

This project is a key livelihood project of Kuwait's "2035 Development Vision", covering a total area of approximately 64 square kilometers, with a planned construction of 23000 sets of housing and supporting infrastructure. The two contracted sections cover an area of 25 square kilometers, including construction of site leveling earthwork, block roads, pipeline networks, substations, and irrigation systems. After completion, the project is expected to meet the housing needs of at least 150000 people, helping Kuwait improve its urbanization level and people's well-being.
