Recently, a control project related to flood control safety, energy optimization, and regional development in Fujian, the Shangbaishi Water Conservancy Hub, has officially obtained a national "road permit" and entered the sprint stage before construction begins. The National Development and Reform Commission has officially approved the feasibility study report of the Fujian Shangbaishi Water Conservancy Hub Project, marking a breakthrough in the preliminary work of the project and laying a solid foundation for the next step of comprehensive construction.

This project is a flood control reservoir planned and constructed by Fujian in the Sai River Basin. It has been included in the list of 102 major projects in the national "14th Five Year Plan" and the "dual" construction major landmark projects in the water conservancy field. The project focuses on flood control and power generation, and creates conditions for long-term water supply. It is reported that the total storage capacity of the reservoir is about 248 million cubic meters, and the installed capacity of the power station is 156000 kilowatts. The total project duration is expected to be four and a half years, with an estimated total investment of 4.162 billion yuan.
After the implementation of the project, the flood control standard in the urban area of Fu'an will be significantly raised from the current 20-year return period to a 50 year return period, which is expected to fundamentally alleviate the risk of flood disasters in the middle and lower reaches of the Saijiang River. At the same time, the completion of the power station will help optimize the structure of Fujian's power grid, enrich the supply of clean energy, promote sustainable energy development and ecological environment protection. In addition, through the resettlement of immigrants in the reservoir area and the subsequent industrial drive, the project will also broaden local employment channels, help increase people's income, and have important significance for comprehensively promoting rural revitalization.

In the next step, Fujian Province will accelerate the preparation and approval of the preliminary design report of the project, pay close attention to the construction preparation, actively guide private capital to participate in the operation, and strive for capital support such as ultra long term special treasury bond to promote the early completion of the project and bring benefits into play.
