The Ministry of Ecology and Environment announced on May 8 that it has recently approved the environmental impact report of the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project of China Shenhua Coal-to-Liquids Chemical Co., Ltd., marking significant progress in the promotion of the project.

According to the previously publicized environmental impact report, the total investment of the project is 79.836 billion yuan, of which 6.228 billion yuan is invested in environmental protection, accounting for 7.8% of the total investment.

In 2014, the environmental impact report of China Shenhua Dow Yulin Circular Economy Coal Comprehensive Utilization Project was approved, and the construction content of the core chemical park was approved with coal as raw material, through coal gasification, methanol synthesis, methanol to olefins, olefin derivatives (ester acid ether) production and other processes, with an annual output of 2.19 million tons of chemical products. The project was implemented in phases. In 2017, the construction of the first phase of the project (638,000 standard cubic meters/hour coal gasification unit, 3×10,000 cubic meters/hour air separation unit, 1.8 million tons/year methanol synthesis unit and corresponding public and auxiliary facilities) started construction, commissioning in December 2020, and completed the independent acceptance of environmental protection in August 2021.

Shenhua Coal-to-Liquids Chemical Company changed the construction content of the subsequent stage during the implementation of the project, using coal as raw material to produce synthetic oil products, polyolefins, degradable plastics and other products through direct coal liquefaction, coal gasification, methanol to olefins, naphtha methanol coupled cracking and other processes.

After the change of the project, the design raw coal consumption is 10.4325 million tons/year, and the fresh water consumption is 22.7979 million cubic meters/year. The main project mainly includes 38 sets of production units such as direct coal liquefaction, coal gasification, methanol synthesis, methanol to olefins (MTO), naphtha methanol coupling cracking, as well as public auxiliary, storage and transportation, environmental protection and other facilities.

According to the reply, the project is located in the national coal-to-oil and gas strategic base and meets the requirements of the "Principles for Examination and Approval of Environmental Impact Assessment Documents for Modern Coal Chemical Construction Projects". The project carries out large-scale industrial demonstration of a new generation of coal direct liquefaction technology and naphtha methanol coupling cracking technology, which is of positive significance for serving national energy security and promoting the high-end, diversified and low-carbon development of modern coal chemical industry.
