On the afternoon of June 16, 2025, General Secretary Xi Jinping held talks with Kazakh President Kassym-Jomart Tokayev at the Presidential Palace in Astana.

Xi Jinping pointed out that China-Kazakhstan relations have always maintained a high level of operation after withstanding the test of international changes, which is due to the geographical advantages of being connected by mountains and rivers and the historical inheritance of friendship from generation to generation, and is also an inevitable choice for the two countries to seek common development. In recent years, under our joint efforts, the China-Kazakhstan community with a shared future has become more colorful, richer in connotation, and has continued to emerge in tangible achievements that benefit people's livelihood, effectively enhancing the sense of gain of the people of the two countries. China has always viewed and developed China-Kazakhstan relations from a strategic and long-term perspective, and is ready to work with Kazakhstan to unswervingly consolidate China-Kazakhstan friendship and make more contributions to regional and world peace and development with the stability and positive energy of China-Kazakhstan relations.

Xi Jinping stressed that both China and Kazakhstan are at a critical stage of their respective development and revitalization, and the two countries should make concerted efforts to promote all-round cooperation. First, we should lead the development of bilateral relations with a high level of strategic mutual trust, continue to firmly support each other on issues involving each other's core interests and major concerns, promote the synergy of development strategies, provide strong backing for each other in the turbulent clouds, and provide beneficial assistance to each other in the development and revitalization. Second, we need to promote the quality and upgrading of cooperation between the two countries through high-quality Belt and Road cooperation, consolidate the advantages of traditional cooperation in trade, investment and energy, promote the construction of cross-border railway projects and the transformation of port infrastructure, improve the level of connectivity, expand high-tech cooperation, and promote green and sustainable development. Third, we need to maintain peace and tranquility between the two countries through all-round security cooperation, expand law enforcement and defense exchanges, jointly combat the "three forces", and deepen cooperation in emergency management and disaster prevention and mitigation. Fourth, we should consolidate the foundation of China-Kazakhstan friendship with diversified people-to-people exchanges, hold the "China Tourism Year" in Kazakhstan, and encourage youth, media, think tanks and local governments to strengthen exchanges.

Xi Jinping pointed out that in the face of the changing and chaotic international situation, China and Kazakhstan should firmly uphold the international system with the United Nations at its core and the international order based on international law, practice true multilateralism, and take a clear stand to safeguard the common interests of developing countries. The Chinese side highly appreciates Kazakhstan's extensive preparatory work for the Second China-Central Asia Summit and believes that this meeting will write a new chapter in China-Central Asia cooperation. At the same time, as the rotating chair of the Shanghai Cooperation Organization, China is ready to work with other member states to take this year's Tianjin Summit as an opportunity to strengthen the Shanghai Cooperation Organization and demonstrate new development, new breakthroughs and new atmosphere.

Tokayev said that China is a friendly neighbor, close friend and reliable partner of Kazakhstan. The Kazakh-China permanent comprehensive strategic partnership is entering a new golden era, contributing to the sustainable economic and social development of the two countries and benefiting the people of both countries, and can be regarded as a model of state-to-state relations. Kazakhstan and China have a strong political will to strengthen cooperation, and have always supported each other on issues concerning each other's core interests, such as sovereignty and security, and have not been affected by changes in the international situation. Under the wise leadership of President Xi Jinping, Kazakhstan is sincerely pleased that great achievements have been made in the cause of socialism with Chinese characteristics in the new era, and firmly believes that China will continue to make greater achievements in development. Kazakhstan is ready to deepen strategic mutual trust and all-round mutually beneficial cooperation with China to elevate bilateral relations to a new level.

The two countries need to build high-quality Belt and Road cooperation, expand cooperation in trade, investment, industry, agriculture, energy and transportation, and strengthen people-to-people exchanges in the fields of culture, education, sports and tourism. Kazakhstan highly appreciates and actively supports China's efforts to uphold international fairness and justice, and stands ready to continue to cooperate closely and support China in multilateral mechanisms such as the United Nations, the Shanghai Cooperation Organization, BRICS, China-Central Asia and CICA, so as to promote the development of a more just and equitable international order.

After the talks, the two heads of state witnessed the exchange of more than 10 bilateral cooperation documents, covering trade, investment, science and technology, customs, tourism, media and other fields.
