State Power Investment Group Co., Ltd. has launched the preliminary bidding work for the 1000MW offshore wind power project at the DD1 site in Dandong City, Liaoning Province. This is the first GW level offshore wind power project in Northeast China, marking a crucial step towards large-scale and deep-water development of offshore wind power in China. It will inject strong impetus into the green transformation of the old industrial base in Northeast China and help achieve the "dual carbon" goal.

Project Overview

On June 26th, State Power Investment Group Co., Ltd. issued the "Tender Announcement for the 216th Batch of 2025 Bidding of Shandong Electric Power Engineering Consulting Institute Co., Ltd. - Pre stage Special Services (Second Batch) for the 1000MW Offshore Wind Power Project at DD1 Site in Dandong City, Liaoning Province".

The project is located in the southern sea area of Donggang City, Dandong City, Liaoning Province, China, with a total installed capacity of 1000MW (1GW). It is one of the important projects for the development of offshore wind power in Northeast China.

Tender Section Details

This bidding is divided into three sections, with specific contents as follows:

Navigation safety impact assessment service

Scope of bidding: Prepare a demonstration report on the impact of navigation safety, conduct radar anti electromagnetic interference analysis, develop a navigation mark distribution plan and navigation safety guarantee measures, and propose a lightning linked intelligent perception distribution plan to enhance the navigation safety monitoring capability of wind farms. At the same time, assist in obtaining review opinions and processing permits for water and underwater activities.

Service period: Completed within 60 days after the contract is signed.

Technical services for sea use demonstration

Scope of bidding: Investigate the current status of sea area development and utilization, evaluate the impact on marine ecological environment and resources, analyze the compliance of national spatial planning, prepare a sea area use demonstration report, and pass the review of the competent department. Finally, assist in obtaining the sea area use right certificate.

Service period: Completed within 30 days after the contract is signed.

Technical services for marine environmental survey data

Scope of bidding: In accordance with relevant Chinese regulations, conduct two seasons of marine environment investigation (meeting the requirements of Level 1 demonstration), prepare a special report covering seawater quality, sediment quality, ecological resources, electromagnetic environment, noise, and bird ecology, etc., to ensure that the data meets the requirements of marine use demonstration and environmental impact assessment.

Service period: executed according to the contract agreement.
