On January 30, 2026, the National Energy Administration held a press conference to clarify the core path of wind power development during the 15th Five Year Plan period, disclose the medium and long-term development goals and planning progress of new energy, and the wind power industry will continue to expand, entering a new stage of value competition in technological innovation and lean operation.

The press conference clearly stated that by 2030, the proportion of new energy generation installed capacity in China will exceed 50%, and the proportion of non fossil energy consumption will reach 25%; By 2035, the proportion of non fossil energy consumption will exceed 30%, and the target for the total installed capacity of wind and solar power will reach 3.6 billion kilowatts. To achieve the above goals, during the 15th Five Year Plan period, wind, solar and photovoltaic power will maintain an average annual growth rate of 200 million kilowatts, and the supply side will adhere to the combination of wind, solar, water and nuclear energy, and promote the implementation of installed capacity through the "four modernizations" measures.

The so-called "four modernizations" refer to supply diversification, industrial integration, expansion of non electrification, and consumption synergy. Specifically, they include accelerating the construction of "Shage Wilderness" and integrated water, wind, and solar bases, increasing the development of offshore wind power, promoting the integration of new energy and computing power green hydrogen industries, expanding non electricity utilization such as wind and solar hydrogen ammonia production, and improving the green certificate trading mechanism. At the same time, with "three-dimensional integration" as the core, we will promote the integrated and integrated development of new energy, achieve deep coupling with power storage grids and various industries, and solve problems such as large-scale volatile new energy consumption.

It is reported that the "15th Five Year Plan" for energy has formed five sub areas including new energy system, electricity, and renewable energy, and is expected to be released in the first half of 2026. By 2025, significant achievements will be made in the development of new energy, with the cumulative installed capacity of wind and photovoltaic power exceeding 1.8 billion kilowatts. Investment in new energy storage and hydrogen energy will double, and key projects in the energy sector will have completed investments exceeding 3.5 trillion yuan, a year-on-year increase of nearly 11%. Private enterprises will maintain double-digit growth in investment in onshore wind power, distributed photovoltaics, and other fields.

It is worth noting that as the scale of the wind power industry continues to expand, problems such as performance degradation of old wind turbines, insufficient operation and maintenance efficiency, and immature technological transformation plans have become key bottlenecks restricting the high-quality development of the industry.
