In January 2026, at a high-level meeting held in Beijing, China's leading new energy enterprise Sany Heavy Energy and Kazakhstan's sovereign wealth fund "Samruk Kazyna" jointly confirmed a milestone achievement: the joint wind power equipment manufacturing plant located in Jangbur Oblast, Kazakhstan, has been officially put into operation and successfully won the first batch of commercial orders. This not only means that the modern chemical plant with an investment of about 114 million US dollars and an annual production capacity of 2GW has entered substantive operation, but also symbolizes the strategic cooperation between China and Kazakhstan in the field of clean energy, entering a new stage of harvest from blueprint planning.

The leap from foundation to harvest

The wind power equipment manufacturing project is located in the Silk Road Special Economic Zone of Chuhe City, Jiangbuhr Oblast, Kazakhstan, aiming to achieve localized production of wind power core components such as engine rooms, hubs, and towers. The project was laid in November 2024 and achieved technical production under the witness of the two heads of state in September 2025. By January 2026, the first batch of orders were obtained and the operation was confirmed to be on track, with rapid and efficient progress. Its annual design capacity of 2GW makes it one of the largest industrial projects in the renewable energy sector in Kazakhstan, carrying important expectations for Kazakhstan to enhance industrial autonomy and energy security.

Assist in green transformation and capacity cooperation

This project has profound national strategic value for Kazakhstan. It is a key lever for Kazakhstan to achieve the transformation of its "green economy" and reach the goal of "15% renewable energy by 2030". It is expected to increase the localized productivity of wind power equipment by more than 30% and create a large number of job opportunities. From a broader perspective, the project is a model of "industrial sea going" and "capacity cooperation" under the the Belt and Road Initiative. According to information, both parties plan to jointly develop and construct a wind power project with a total capacity of up to 6GW by 2030, with the Jiangbu'er Prefecture factory as the core production base.
