Progress of the largest photovoltaic power plant project under construction in Azerbaijan

The 445 MW photovoltaic power station project in Bilyasuwar, Azerbaijan, which is under the general contracting and construction of China Energy Engineering Northwest Electric Power Design Institute Co., Ltd., is being comprehensively promoted. As the largest installed capacity photovoltaic power station project in the country, it covers an area of 1454 hectares, equivalent to the size of 2036 standard football fields. On August 12th of this year, the project successfully completed the construction of its first pile foundation, marking the official entry of the project into the main construction phase. It is expected to be fully completed and put into operation in the second half of 2026.

The project is located in the Bilyasuwar district of southeastern Azerbaijan, 182 kilometers away from the capital Baku. Azerbaijan has an annual sunshine duration of 2400 to 3200 hours, providing unique conditions for solar energy development. After the power station is completed and put into operation, it is expected to generate an average of about 890 million kilowatt hours of electricity per year, which can meet the electricity needs of 200000 households in the local area. It can reduce carbon dioxide emissions by about 670000 tons per year, significantly increasing the proportion of renewable energy in Azerbaijan and strongly supporting the country's goal of achieving a 30% share of renewable energy generation by 2030.

The project construction fully demonstrates the comprehensive strength of Chinese enterprises in the field of photovoltaics. The project adopts Chinese design, equipment, and construction standards. The key photovoltaic pile foundation equipment is transported through the "Xi'an, China Kazakhstan Aktau Azerbaijan Baku" multimodal transport scheme, which takes only about 21 days and greatly improves logistics efficiency. During the project execution, the Chinese team introduced advanced construction technology and management experience, closely collaborated with local employees, not only brought clean energy solutions to Azerbaijan, but also created a large number of job opportunities and cultivated local new energy technology talents.

It is worth mentioning that this project is another important achievement of China Azerbaijan cooperation in the field of green energy. The Gobstan photovoltaic power station, previously constructed by Chinese companies, was praised by Azerbaijani President Aliyev as a "remarkable achievement". The construction of the Villasul PV power station will further deepen the cooperation between China and Argentina in the field of renewable energy, provide a demonstration for the green energy construction of countries along the "the Belt and Road", and also demonstrate the competitive advantages and responsibilities of Chinese enterprises in the international new energy market.
