Chinese enterprises invest in building waste to energy plants in Kazakhstan

On August 29, 2025, the Ministry of Ecology and Natural Resources of Kazakhstan announced that China's Hunan Junxin Environmental Protection Company will invest in the construction of a large-scale waste to energy plant in Almaty, with a total investment of 145 billion tenge (approximately 270 million US dollars). This marks the first time that Kazakhstan has adopted advanced waste incineration technology for energy recovery.

The project was jointly signed by Yellan Nisanbayev, Minister of Ecology and Natural Resources of Kazakhstan, and representatives from Hunan Junxin Environmental Protection (Almaty) Co., Ltd. After the completion of the power plant, it is expected to process 1600 tons of household waste per day, generate 60 megawatts of electricity annually, and strictly comply with European emission standards, using automated systems to monitor pollutant emissions in real time.

The project has a planned construction period of two years, which will create approximately 700 temporary positions and 120 long-term employment opportunities. As a leading waste to energy enterprise in China, Hunan Junxin Environmental Protection will process a total of 3.2 million tons of waste and generate over 1.473 billion kilowatt hours of electricity by 2025. The company has previously promoted similar projects in Bishkek and Osh, Kyrgyzstan, and this investment further expands its presence in Central Asia.

Garbage to energy generation is an important direction for global clean energy development, particularly in addressing the dual challenges of urban waste management and power shortages. The implementation of this project will significantly enhance Almaty's garbage disposal capacity, optimize its energy structure, and reduce its dependence on traditional fossil fuels.

Despite facing technological complexity and environmental regulatory challenges, with the policy support of the Kazakhstan government to promote green energy transformation, this project not only has significant environmental benefits, but also establishes a new model for regional sustainable development.
