With the increasing demand for modernization of public governance in Central Asia, Kyrgyzstan is strengthening its government talent training system through international cooperation. By 2025, 500 civil servants and municipal employees from the country will have gone to China for short-term training, far exceeding the originally planned 50 people.
This training framework originates from the cooperation memorandum signed by China and Kyrgyzstan earlier, covering multiple modules such as public management, urban governance, and e-government. The Kyrgyzstan Civil Service and Local Government Affairs Bureau announced that by the end of 2025, all training quotas have been secured, and it is expected that the total number of personnel dispatched in the future will reach 700.
Kyrgyzstan is facing multiple challenges such as improving public service efficiency, digital transformation, and optimizing grassroots governance, making the reform of the public service system a priority issue. Training in China to enhance the governance ability of cadres has become an important means for the country to utilize Chinese experience for internal optimization.

As a training organizer, China provides support including faculty, courses, and logistics, demonstrating its increasing regional influence in the field of soft cooperation. Such training programs have become an important focal point for institutional interaction between China and Central Asian countries in the context of the the Belt and Road Initiative, and are expected to be promoted to more Central Asian countries in the future.
From technical cooperation to talent cultivation, China Kyrgyzstan relations are moving towards deeper institutional synergy. This round of training for civil servants in China not only reflects the new trend of governance capacity building, but also provides a replicable sample for public management cooperation under regional integration.
