Serbia invests 500 million euros to upgrade the Nis Dimitrovgrad railway

The Serbian government recently announced that it has obtained an additional loan of 100 million euros from the European Investment Bank to advance the upgrade project of an 86 kilometer railway line connecting Nis and the Bulgarian border of Dimitrovgrad. The total budget of the project has increased significantly from the previously estimated 268.3 million euros to 502 million euros. The funding gap is mainly due to global supply chain disruptions, delays in project preparation, and additional requirements from the German Federal Ministry of Construction, Transport and Infrastructure to improve safety standards for core sections of the national railway network.

The funding sources show diversified characteristics: in addition to the 234 million euros loan provided by the European Investment Bank (including the first batch of 134 million euros in 2018), the Serbian government will self fund 162.1 million euros, and the EU Western Balkans Investment Framework will be supported through a 105.9 million euro grant. The core content of the project includes the construction of a 22.4-kilometer detour line extending northward to Nis, the electrification renovation of the entire line, and the upgrading of the signal system, aiming to increase the average speed of the existing line from 30 kilometers per hour to 120 kilometers per hour and significantly enhance transportation safety and efficiency.

During the project progress, there were setbacks: although the official groundbreaking ceremony was held in April 2024, the construction party suspended operations in September 2023. At present, the second phase key project - the section from Sukhovo to Dimitrovgrad (10.2 kilometers) has resumed construction on July 17, 2024. The Serbian Ministry of Architecture, Transport and Infrastructure emphasized that modernizing railways is a national strategic priority, and the upgraded lines will strengthen regional connectivity, inject new momentum into cross-border trade, tourism and economic development along the route, and help Serbia integrate into the European transportation integration network.

This railway upgrade not only marks a major breakthrough in Serbia's infrastructure construction, but also demonstrates the determination of deepening connectivity in the Western Balkans through multilateral financial cooperation mechanisms. With the gradual implementation of the project, this century old railway is expected to be revitalized and become a key link connecting the Southeast European Economic Corridor. Editor/Cheng Liting
