On October 13, 2025, the EPC general contracting results of the 700MW photovoltaic sand control project in Yecheng County, Xinjiang were officially announced. China Electric Power Construction Group Guiyang Survey and Design Institute Co., Ltd. successfully won the bid with a bid price of 1924.981987 million yuan, equivalent to a unit price of 2.75 yuan/W.

The project is located in Yecheng County, Kashgar Prefecture, Xinjiang Uygur Autonomous Region, with a planned photovoltaic capacity of 700MW and supporting energy storage systems of 70MW/140MWh. At the same time, a new 220 kV substation will be built. The boundary plot of the photovoltaic sand control lock for the project is No. 1 Yecheng County, with a sand control area of approximately 21000 acres. This project adopts the innovative model of "photovoltaic+sand control", by laying photovoltaic modules on a large scale in the sand area, it not only effectively fixes quicksand, reduces water evaporation, but also provides clean electricity for the local area, achieving dual benefits of ecological protection and economic development.

It is reported that a total of three companies were shortlisted for this bidding, with bidding prices ranging from 2.75-2.97 yuan/W. China Electric Power Construction Guiyang Institute successfully won the bid with the lowest bid. As an important member enterprise of China Power Construction Group, China Power Construction Guiyang Institute has rich experience and strong technical strength in the field of new energy engineering planning. In June 2025, China Electric Power Construction Guiyang Institute signed a strategic cooperation agreement with Zhonghuan New Energy. The two sides plan to carry out comprehensive and in-depth cooperation in the field of photovoltaic new energy, and build a full chain collaborative system from technology research and development, product manufacturing to project planning and implementation.

China Power Construction Corporation has accumulated rich project experience in the field of photovoltaic desertification control. In addition to the Yecheng project in Xinjiang, the company has also participated in photovoltaic sand control projects in Inner Mongolia and other regions, such as the 300MW photovoltaic sand control project of Huaneng Inner Mongolia Mengdong New Energy Co., Ltd. According to the latest data from the company, in the first eight months of 2025, China Power Construction Corporation signed 724 new solar power projects with a total contract amount of 128.072 billion yuan, demonstrating a strong development momentum in the field of new energy.
