Recently, a project company jointly established by China Energy Alliance and Saudi Arabia officially signed three heavyweight new energy project EPC contracts, with a total amount equivalent to RMB 19.554 billion, covering the two core areas of wind power and photovoltaics, marking a new peak in China Saudi energy cooperation. The signing of the Saudi PIF Phase 5 Shakira 1GW wind power, Stella 2GW wind power, and Phase 6 Forise 2GW photovoltaic projects not only achieved the first breakthrough in the Dongfeng power market of China Energy Construction Corporation, but also continued its deep cultivation achievements in the field of new energy in Saudi Arabia. As of now, the total amount of China Energy Construction Corporation's signed projects in Saudi Arabia has exceeded 80 billion yuan.

From geographical layout to engineering planning, the three major projects showcase their strategic value and technological strength. The Shakira and Stella wind power projects are located in the surrounding areas of Riyadh Province, Saudi Arabia, and will work together to become the world's largest continental wind power project after completion; The Fulis Photovoltaic Project is located in the northern part of Jeddah City, Mecca Province, forming a complementary pattern of green energy with wind power projects. The three major projects all include the full chain construction content from design, procurement, manufacturing to commissioning, with a construction period ranging from 26 to 30 months. Currently, a limited commencement agreement has been signed, and it is planned to gradually enter the commercial operation stage from the fourth quarter of 2027 to the first quarter of 2028.

The three new energy projects include the Saudi PIF Phase 5 Shakira 1GW wind power, Saudi PIF Phase 5 Stella 2GW wind power, and Saudi PIF Phase 6 Faris 2GW photovoltaic project. It is reported that this signing has achieved the first breakthrough in the Dongfeng power market for China Energy Construction Corporation, and is also another important achievement for China Energy Construction Corporation to deeply cultivate the new energy market in Saudi Arabia, following the 2.6GW photovoltaic project of Saudi Arabia's PIF Phase II Al Shubach and the 2GW photovoltaic project of Saudi Arabia's PIF Phase IV Harden. As of now, China Energy Construction has signed contracts worth over 80 billion yuan for projects in Saudi Arabia. The Shakira 1GW wind power project and the Stella 2GW wind power project are located approximately 140 kilometers northwest and 200 kilometers south of Riyadh City, Riyadh Province, central Saudi Arabia, respectively. The construction includes design, procurement, manufacturing, installation, construction, and commissioning work. The project construction periods are 26 months and 30 months respectively, and upon completion, it will become the world's largest onshore wind power project. The Fulis 2GW photovoltaic project is located approximately 85 kilometers north of Jeddah, Mecca Province, western Saudi Arabia. The construction includes design, procurement, manufacturing, installation, construction, and commissioning work. The project construction period is 26 months. After the completion of the project, it is expected that the total power generation in 25 years will be approximately 569.286 billion kilowatt hours, which is equivalent to reducing carbon dioxide emissions by nearly 560 million tons.

The environmental and social value of the project are equally noteworthy. After completion, the total power generation of the three major projects is expected to reach 569.286 billion kilowatt hours in 25 years, with a carbon dioxide reduction of nearly 560 million tons, equivalent to creating a giant "green carbon bank" for Saudi Arabia. This achievement will provide key support for Saudi Arabia to achieve its goal of 50% renewable energy by 2030, and further support the implementation of its "net zero emissions" vision by 2060, providing stable clean energy supply for over 2 million households in the area.
