The 2 × 1000 MW expansion project of China Resources Haifeng, undertaken by China Energy Engineering Group Guangdong Institute Survey and Design and East Electric First Company, has been fully completed and put into operation. This project is located in the Shenshan Special Cooperation Zone of Guangdong Province. It is the first two million kilowatt ultra supercritical secondary reheating coal-fired power generation units approved and put into operation during the 14th Five Year Plan period in southern China.
As a key large-scale coal-fired power plant in Guangdong Province, the project can generate more than 10.5 billion kilowatt hours of electricity annually after its operation. It will become an important supporting and regulating power source in the Guangdong Hong Kong Macao Greater Bay Area, undertaking functions such as basic load power supply, deep peak shaving, and emergency backup, significantly improving the reliability of regional power supply.

During the project construction process, the design team adhered to the concept of "leading technology, efficient and environmentally friendly, flexible and reliable, beautiful and intelligent", and promoted the application of 12 national key energy-saving and low-carbon technologies and more than 30 "five new" technologies in the power industry. The project adopts the world's leading ultra supercritical secondary reheating technology, equipped with advanced auxiliary systems such as a twelve stage non adjustable extraction steam turbine reheating system, to achieve full process energy efficiency optimization and near zero emissions of atmospheric pollutants.
The factory design implements the principle of "intensive land use", and the main plant adopts a "three column+side coal bin" layout, effectively shortening the coal transportation distance. The project innovatively applies a super large span fully enclosed gas film coal yard with a span of 243 meters, which is the first of its kind in southern China, to suppress dust from the source of the coal yard and achieve "zero emissions" in the coal yard area.
The completion and operation of this project injects strong momentum into the energy security and stable supply of the Guangdong Hong Kong Macao Greater Bay Area, marking a new breakthrough in China's efficient and clean coal-fired power technology, and providing solid energy guarantee for the high-quality development of the Shenzhen Shantou Special Cooperation Zone.
